residential and commercial property. Served as alternate 2006,7,8, and 2009- served full
time for the last 3 months.
I would prefer to be appointed as a full time member of the board. I have no conflict of
interest.
Volunteer Experience: Knowledge of the county, and towns, land use regulations,
water /sewer areas, school districts, conservation easements, farm land and Use Value
designations and long history of development are important to the understanding of
property value. Also important is understanding the criteria to value rental property and
the methods established in state law of comparables, income and reproduction.

STAFF COMMENTS: Originally appointed to E & R Board in 1987. Renewed 3/12/2010.
Our county does an excellent job of evaluating property in accordance with state law. Our
citizens should be made to feel comfortable and given respect an consideration while

Appraiser in Orange county since 1985. Have personally appraised 8,000 + properties including
homes, condominiums, small mutli family and vacant land. Am fully aware of and able to anaylze
and estimate property values in this area.
Reasons for wanting to serve on this board:
It makes good use of my skills. Now that I work part time rather than full time, I can offer my
expertise and time to serve the county I have lived in since 1981.

Nearly all of my professional real estate career has been in Orange County with some in
Chatham and Durham counties.
In addition to the experience listed in the question above, please list the work /volunteer
experience /qualifications that would add to your expertise for this board.
Know the Orange County area thoroughly. Know the subdivisions, roads, locations of most
streets. Am able to run and organize a business.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
It is to be sure that the taxpayer /property owner is equitably and fairly assessed for his equitable
contribution to the tax revenues for the county. To assure that his dwelling is accurately
represented to the tax office so that is can be fairly assessed. In the event that he /she is being
inappropriately assessed or if there is an error in the data on file, It give the opportunity to prove
this.
Work Experience: Davis Appraisal Services (self - employed). 16 years of experience as a
Real Estate Appraiser with work done primarily in Orange County, North Carolina. Have
also done work as an appraiser in Durham and Chatham County. Have held a real estate
Brokers license since 1981. Was a full time real estate agent from 1982 - 1985. Have
sold some propeery since then on a limited basis. Own and manage some rental
property.
Volunteer Experience: Have served on the appraisal committee for the Chapel Hill Board
of Realtors. Volunteer 2 nights a month at the homeless shelter in Chapel Hill (since Jan.
2001). Have served on the E &R Board. In 2012 as an alternate, in 2011 as a member on
a few other years prior to that.
Education: High School Diploma. 1 1/2 years of liberal arts study at 4 year college in
NYS, 2 Year Associates Degree in Real Estate (from a technical school), graduate of The
Realtors Institute (GRI), have taken many appraisal courses over the years for continuing
education and to renew Appraisers License.
Other Comments:
I have personally inspected and appraised over 6,000 properties in this area and reviewed
many other appraisals for banks and attorneys. I know Orange County residential property
very well and would appreciate the opportunity to serve on this board. John Smith called

I am an Orange County native. Over the years I have lived in Chapel Hill, Carrboro and in
several areas of the unincorporated area of the county. I have also worked in multiple areas of
the county for different entities. I am very familiar with all areas of the county and the varied
values across the county. I hold a BA from UNC and a JD from UNC School of Law. I also have
a Certificate in Nonprofit Management from UNC. I have served on the Board of Equalization
since 2010 both as a full member and an alternate. This experience has given me an
understanding of the work the board conducts and the issues that are analyzed in review.
Reasons for wanting to serve on this board:
I am interested in serving my community and feel that my knowledge is a good fit for this board.
My past experience on the board allows for continuation of institutional memory. Also, I enjoy
working with the community, board members and county employees.

In addition to my experience on the Board of Equalization, as an attorney, I have worked on
cases of land transfers, heirs property, and county tax valuations. Also, I have an understanding
of nonprofit law and property tax exemptions /reductions gained from my education and work
experiences.
In addition to the experience listed in the question above, please list the work /volunteer
experience /qualifications that would add to your expertise for this board.
I have experience working with individuals and community groups from a variety of backgrounds.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
The responsibilities of the board are to review the evidence presented and find an equitable
solution in line with the governing laws. Also the board should be consistent as much as
possible. Another potential outcome from serving on the board is to identify outstanding issues
faced by citizens and suggest solutions to the county on how to better serve the people of the
county. We were able to do this during the current term by suggesting information be provided to
small business owners regarding property listing forms.

I have experience serving on the Board of Equalization and Review, including service as its
chair. I was a federal criminal prosecutor for 28+ years and then was an Expert Consultant to
the United States Department of Justice. Although I am still currently licensed to practice law
(District of Columbia), I am retired from that practice and teach law at the college
(undergraduate and graduate)Ievel. That background, experience, and education enables me to
conduct hearings and act as a hearing officer in a manner which ensures that Orange County
taxpayers receive due process, a fair and complete airing of all relevant issues, and a decision
which rests on a review of all relevant information, as well as on the applicable North Carolina
law.
In addition, the focus of much of my legal practice was white collar crime; I have extensive
experience in business, corporate, real estate, and other financial matters. I bring that
experience to the Board, as it considers transactions which are sometimes paper and finance
intensive and documents its decisions in minutes which are clear, complete, and concise.
My responsibilities as a college level faculty member are part time in nature; I have the ability
and willingness to commit to the needs of the Board of Equalization and Review.
