BACKGROUND: Presentation of 2U08-09 Boards of Education Approved Budgets Each Board of Education will present their approved budget to the Board of Gounty Commissioners. Following each presentation, the Board of County Commissioners will have the opportunity to dialogue with members of the Board of Education regarding their budget. Orange County Schools Superintendent, Patrick Rhodes, provided a copy of his planned presentation, and it is included in Attachment 1. Attachment- t - a -Power Point Presentation: Orange Gounty Schools Superintendent's Recommended Budget 2008-09 Attachment 1-b -Orange Gounty Schools Operating Budget Narrative 2. Discussion of Possible Topics for Collaboration Work Group At the September 6, 2007 meeting of the School Gollaboration Work Group, members of the Group agreed to ask their colleagues during the April 22, 2008 Joint meeting for possible future work group topics for discussion. Tonight's meeting allows an opportunity for that exchange. There are no attachments associated with Item 2. 3. Written Reports Materials are included in this agenda package that offer background information on topics of interest. a. Draft School Districts Local Current Expense Fund Balance Policy The Board of County Commissioners has been interested in formalizing C}range County's School Districts Local Current Expense Fund Balance Policy. Members of the School Collaboration Work Group at their March 31, 2008 meeting reviewed a draft policy. During that discussion, work group members expressed concerns regarding the policy and referred the policy to County and school staffs for further review. Attachment a, Draft School Districts Local Gurrent Expense Fund Balance Policy, is a result of those staff discussions. Attachment a -Draft School Districts Loca! Chapel Hill Carrboro City Schools Site Selection Report Can April 17, 2008, the Chapel Hill Carrboro Board of Education received a Site Selection Report from the Long Range Facilities Committee. Attachment b, of this agenda abstract is a copy of that report. Attachment b -Site Selection Report from the Long Range Facilities Committee c. Elementary #11 and Schools Adequate Public Facilities Ordinance (SAPFO} In answer to questions about Chapel Hill Carrboro Gity Schools timeline for Elementary #11 posed by the Board of County Commissioners, Dr. Neil Pedersen has provided a memorandum outlining a construction schedule and its impact on SAPFO and CAPS. Attachment c -Chapel Nill Carrboro Gity Schools Memorandum Re: Elementary #11 and Schools Adequate Public Facilities (SAPFO} d. Update Land Transfer Tax Education Initiative The attached memorandum from Rod Visser, Project Manager for the County's Land Transfer Tax Education Initiative provides an update on activities-to-date and planned activities related to the upcoming May 6, 2008 referendum. Attachment d -Update -Land Transfer Tax Education Initiative FINANCIAL IMPACT: Financial impacts are either identified in the individual items listed above and or will be covered in discussions during tonight's meeting. Decisions that the school board and Commissioners will make at subsequent meetings are likely to have significant implications for future capital and operating budgets. RECOMMENDATION {S): The Manager recommends that the boards discuss the issues noted and provide direction to staff, as appropriate.
