PURPOSE:
To receive recommendations from the Human Services Advisory Commission (HSAC) on
outside agency funding allocations for the FY2008-09 budget
BACKGROUND:
The County has historically solicited applications for outside (non-profit, mostly human services
related) agency grant funding as part of the annual budget process. The County Manager's
Office in conjunction with the Human Services Advisory Commission, the former Human
Services Management Team, and Budget Office has traditionally coordinated responsibilities for
orienting and training the grant seekers, soliciting and evaluating grant applications, and
providing technical support and guidance to the BOCC in deciding final funding allocations.
Following budget adoption each year; Budget staff has executed and administered agency
performance agreements and prepared ayear-end report on agency accomplishments.
In November 2007 County management presented the BOCC with a proposal to help
strengthen and accelerate the grant making process for outside agencies effective with the
FY2008-09 budget by elevating and reinforcing the role of HSAC in outside agency
deliberations. As follow up, the BOCC approved the County management proposal regarding
the HSAC role, including an outside agency funding target for HSAC to work within, in January
2008.
Actions leading to the recommendations being presented are summarized below.
BOCC Charge to the Human Services Advisory Commission (HSAC)
The new role of HSAC, with administrative support and guidance from County staff, is to solicit,
review, rate, and recommend agency funding levels directly to the BOCC.
With direction from the BOCC, HSAC drafted an Orange County Human Services Agency
Application Scorecard and Narrative Criteria as evaluation tools. The Scorecard and Narrative
was approved by the BOCC in January 2008 with minor modification and is shown in
Attachment 1.
Timeline
The outside agency grant making process kicked off with an Orientation and Training Session
for interested grant seekers in December 2007, more than a month sooner than years past.
Completed applications were due in mid-February 2008. A total of 52 applications were
received with requests, if fully funded, totaling $ $1,736,133. Stan Holt, Community Impact
Specialist, Triangle United Way led an Application Evaluation Training Session -including
ethics, confidentiality, and outcomes measurement -using the new Scorecard and Narrative for
HSAC members and County staff in February 2008.
In March 2008 HSAC held a work session led by Margaret Henderson, facilitator and educator
on non profit funding with the School of Government, to review application ratings and achieve
consensus on agency funding allocations to recommend to the BOCC.
Annual Outside Agency Funding -Funding Amount
The annual amount allocated to outside agency funding has remained relatively stable through
the years. In FY2007-08 the BOCC appropriated $2,073,662 or about 1.2% of the total General
Fund budget to outside agencies with a human services focus, compared to $1,905,317, about
1.1 % of the total General Fund budget, in the previous year. (NOTE: Amounts and
percentages do not include amounts reserved for the last few years in the Critical Needs
Reserve:)
In November 2007 the BOCC agreed to establish early in the annual budget planning process a
percentage of the total General Fund as the target amount for outside agencies with a human
services focus. The percentage designated by the BOCC for implementation beginning
FY2008-09 was 1.2% of the total General Fund. Using this formula, Budget provided HSAC in
March 2008 with a target amount of $1,809,600 for possible distribution among the competing
outside agency requests for BOCC approval in the FY2008-09 budget.

The results -recommendations - of the HSAC application review and consensus building are
shown with descriptive detail in Attachment 2.
HSAC recommendations for agency allocations totaled $1,621,417 creating a balance of
$188,183 in the targeted amount available for appropriation.
HSAC further recommends that the balance of $ 188,183 be held by the BOCC in a Critical
Needs Reserve to fund "safety net" appropriations which may be necessary due to adverse
state or federal actions in the upcoming fiscal year, or special initiatives of the BOCC consistent
with priority goals from the 2008 Retreat; i.e., "Ensure a community network of basic human
services that maintains, protects, and promotes the well-being of all county residents".
Additional Recommendations from HSAC
In their debrief of the application review, HSAC discussed and found it prudent to make the
following additional recommendations to the BOCC to further improve application review and
agency accountability in the allocation process for next fiscal year, FY2009 -10.
1. Refer animal and wildlife related agency applications; such as AnimalKind, Inc. and
Piedmont Wildlife, to the Animal Services Board/Animal Services Department for their
review and recommendation to the BOCC .
2. .Because of unique challenges and costs, refer mental health reform related agency
applications; such as KidSCope and Club Nova, Inc. to OPC BoardJOPC Area Authority
for their review and recommendation to the BOCC.
3. Refer athletic/recreation related agency applications; such as Hillsborough Athletic
Association (HYAA) and Big Brothers/Big Sisters, to the Parks and Recreations Advisory
Commission/Parks and Recreation Department for their review and recommendations to
the BOCC.
4. Refer arts and cultural related agency applications; such as the Historical Foundation of
Hillsborough and Orange County, Historic Hillsborough Commission, and the Arts Center
to the Arts Commission/Economic Development Department for their review and
recommendations to the BOCC.
HSAC realizes that the applicant agencies referenced above can not factually be called "human
services focused", and because they view their purpose to be the "human services" advisory
commission. HSAC also believes that the agency knowledge and community familiarity to be
found within the other advisory boards and related staff would well enhance annual application
review, and agency accountability throughout the fiscal year. HSAC further recommends that
these advisory boards and related staff employ the same evaluation tools authorized by the
BOCC and experience the same training as they did in preparation for the new role.

FINANCIAL IMPACT:
The target amount for outside agency funding available for HSAC deliberations was calculated
at $1,809,600 for FY2008-09. HSAC recommendations total $ 1,621,417 creating a balance of
$188,183.
RECOMMENDATION(S): The County Manager recommends that the BOCC
1. Receive the HSAC recommendations on agency allocations, target balance remaining,
and referrals to additional advisory boards and affiliated staff
2. Provide feedback and direction to County management as may be desired on
recommended agency allocations, future use remaining balance, and process
refinements suggested for FY2009-2010

SCORING CRITERIA NARRATIVE
Scoring Process
Members of the Human Services Advisory Commission (HSAC) will review and
assign a score for each Human Services Agency Funding Application. Member
scores for each evaluation category (Mission, Customers, Results, and Plan) will
be averaged to create a single score that when totaled will equal the raw score
for the Agency/Program application and form the basis for deliberations by the
full HSAC.
Deliberations
While the overall raw score is an important variable, it is not the ultimate
determinant of funding allocation recommendations. The overall score provides
a starting point for deliberations among the members of the Human.Services
Advisory Commission. During deliberations, members can offer their unique
perspectives and practical insight based on areas of professional expertise and
community involvement. Deliberations will be grounded in candor, confidentiality,
and consensus building.
Other deliberation factors may include:
• Considering how well an agency application aligns with Board of
Commissioner priorities for human services delivery
An objective of the Human Services Advisory Commission is to work more
closely with the BOCC and County Management in the coming year to
establish priority outcomes for the utilization of the annual human services
funding appropriation, similar within Orange County to that under
construction by the Triangle United Way. In December 2007, the Triangle
United Way unveiled The Community Profile as a tool for achieving
community change and impact within human services on a regional level.

HUMAN SERVICE PROGRAM RECOMMENDATIONS
The appendix includes a description of each agency, FY 2007-2008 allocation amount,
agency amount requested for FY 2008-2009, and the Human Services Advisory
Commissions' funding recommendation.
A HELPING HAND
A Helping Hand has identified the following goals: to enable senior citizens to live
independently, maintain high levels of wellness, and avoid institutionalized care.
Services include accessibility to health care, mobility assistance, medication reminders,
adequate nutrition, a safe home environment, respite for caregivers and advocacy.
2007-2008 Allocation: $5,000 2008-2009 Request: $10,000
Recommendation: Funding of $10,000 to provide subsidies to assist low-income senior
citizens, disabled adults and chronically ill that are Orange County residents.
ADOLESCENT PREGNANCY PREVENTION COALITION OF NC (APPCNC)
The mission of APPCNC is to lower the teen pregnancy rate in Orange County and
North Carolina. The program offers training and services to youth-service providers to
implement teen pregnancy prevention education.
2007-2008 Allocation: N/A 2008-2009 Request: $500
Recommendation: Funding of $500 to be used for teen pregnancy prevention training
and guidance in implementing programs for providers who serve youth in Orange
County.
ADOLESCENTS IN NEED
Adolescents in Need serves Orange County School District teens (grades 6 through 12
and those not in school). The agency focuses on youths at-risk for early sexual
involvement, substance abuse, defiant behavior, and physical or sexual abuse.
2007-2008 Allocation: $75,749 2008-2009 Request: $75,749
Recommendation: HSAC recommends funding of $75,749 to serve at-risk teens in
Orange Gounty.
ALLIANCE OF AIDS SERVICES
The. Alliance's mission is to serve people with HIV/AIDS, their loved ones, caregivers
and the community at-large through non-judgmental care, prevention, education, and
advocacy.
2007-2008 Allocation: $3,000 2008-2009 Request: $5,000
Recommendation: Funding of $5,000 to the Alliance for services to Orange County
clients this year.

year.

ALTERNATIVE SENTENCING
Orange and Chatham Alternative Sentencing provide written individualized reports to
the judge at sentencing hearings for offenders and recommends structured sentencing
plans.

Recommendation: Funding of $83,000 for structured, alternative sentencing services to
Orange County residents.
AMERICAN RED CROSS
The American Red Cross provides relief to disaster victims and helps people prepare
for and respond to emergencies.
2007-2008 Allocation: $5,000 2008-2009 Request: $7,000
Recommendation: Funding of $7,000 this year to provide disaster relief assistance to
Orange County residents.
ANIMA~KIND
AnimalKind's mission is to make spay/neuter affordable and accessible for the lowest-
income citizens in the Triangle-area of North Carolina, through targeted spay/neuter
programs and advocacy in public funding.
2007-2008 Allocation: N/A 2008-2009 Request: $18,000
Recommendation: The Commission did not recommend funding for AnimalKind for FY
2008-09.
ARTSCENTER
The ArtsCenter links art, artists, and audiences in Orange County through programs,
events and classes designed in response to community needs and interests.
2007-2008 Allocation: $10,000 2008-2009 Request: $15,000
Recommendation: Funding of $10,000 this year to provide disaster relief.
BIG BROTHERS BIG SISTERS OF DURHAM AND ORANGE COUNTIES
The mission of Big Brothers Big Sisters is to help children reach their potential through
professionally supported, one-to-one mentoring relationships to children who live in
single parent homes or other children in need of a secondary role model.
2007-2008 Allocation: $5,000 2008-2009 Request: $10,000
Recommendation: HSAC recommends funding of $10,000 to support the mentoring
program for children from Orange County.
ORANGE COUNTY-CARRBORO YMCA -BOOMERANG PROGRAM
Boomerang is a community-based alternative to suspension program for middle and
high school students in Chapel Hill-Carrboro Schools.

Recommendation: HSAC recommends funding of $5,000 for services to Orange
County students.

CHARLES HOUSE
Charles House provides daytime care for older adults with mild to moderate
impairments as well as respite for their families..
2007-2008 Allocation: $11,000 2008-2009 Request: $12,000
Recommendation: Funding of $12,000 to subsidize adult day care services for client
families from Orange County.
CHILD CARE SERVICES ASSOCIATION
Child Care Services. promotes affordable, accessible high quality childcare for all
children and families.
2007-2008 Allocation: $43,025 2008-2009 Request: $50,000
Recommendation: Funding of $50,000 for childcare scholarships for Orange County
children from low to moderate-income families.
CHRYSALIS FOUNDATION
Chrysalis Foundation develops resources to meet mental health needs of adults and
children in our communities.
2007-2008 Allocation: $20,000 2008-2009 Request: $25,000
Recommendation: HSAC recommends ,funding of $25,000 to provide services to
Orange County residents.
CLUB NOVA
Club Nova serves adults in Orange County living with severe and persistent mental
illness and provides them with structured daily activities, as well as social, vocational
and residential opportunities that they would not otherwise have.
2007-2008 Allocation: $5,000 2008-2009 Request: $7,000
Recommendation: Funding of $7,000 for programs to support the services provided by
Club Nova.
COMMUNITIES IN SCHOOLS IN ORANGE COUNTY (CIS)
Communities in Schools of Orange County connects students to community resources,
provides students and parents a support system, and provides opportunities that
promote positive academic experiences.
2007-2008 Allocation: $55,500 2008-2009 Request: $65,000
Recommendation: Funding of $65,000 to provide individualized academic support and
connections to community resources for Orange County youth in the CIS program.

CORNUCOPIA HOUSE
The mission of Cornucopia House provides a nurturing environment where patients,
families, and others can gather to share and receive support, resources, and education
to cope with cancer.
2007-2008 Allocation: $2,000 2008-2009 Request: $6,000
Recommendation: HSAC recommends funding in the amount of $6,000 to support the
resource center, education, and outreach programs.
DISABILITY AWARENESS COUNCIL
The Disability Awareness Council (DAC) is a volunteer citizen's action group dedicated
to ensuring that all citizens with disabilities enjoy equal access to every aspect of life in
the community.
2007-2008 Allocation: $3,500 2008-2009 Request: $7,500
Recommendation: HSAC recommends funding of $3,500 for DAC to assist Orange
County citizens with disabilities.
DISPUTE SETTLEMENT CENTER
Dispute Settlement Center promotes the peaceful settlement of disputes and to prevent
the escalation of conflict through mediation, facilitation, conciliation, and training.
2007-2008 Allocation: $34,000 2008-2009 Request: $41,000
Recommendation: Funding is recommended in the amount of $41,000 to serve Orange
County residents.
DUKE HOSPICE SERVICES
Duke Hospice Services provides palliative care for terminally ill patients regardless of
ability to pay. Duke Hospice provides medical, psychosocial, spiritual and bereavement
care for terminally ill patients and their families.
2007-2008 Allocation: $4,000 2008-2009 Request: $4,000
Recommendation: Funding of $4,000 to provide care for indigent residents of Orange
County and to provide bereavement services and programs within the schools.
EL CENTRO LATINO
EI Centro Latino improves the quality of life for Latinos in Orange County by providing
social and educational services, community development, advocacy and opportunities.
2007-2008 Allocation: $21,000 2008-2009 Request: $22,500
Recommendation: HSAC recommends funding of $21,000 to EI Centro Latino to
provide services such as Adult Education classes and employment services to the
Latino community.

EL FUTURO
EI Futuro addresses the behavioral health needs of North Carolina's Latino community
by promoting behavioral health awareness, enhancing existing services, and developing
a model clinic.
2007-2008 Allocation: N/A 2008-2009 Request: $60,000
Recommendation: Funding of $60,000 to provide behavioral health services to Latino
adults and children living in and around Orange County.
EMPOWERMENT
EmPOWERment promotes new models of community building, problem solving and
social action and provides services such as home buyers' education, production of
affordable housing, business supportive services and community organizing.
2007-2008 Allocation: $13,545 2008-2009 Request: $28,350
Recommendation: HSAC recommends funding of $13,600 to EmPOWERment to
empower people and communities to control their own destinies through affordable
housing, advocacy, community organizing and grassroots economic development
EXTRAORDINARY VENTURES
The mission of Extraordinary Ventures is to provide job and social opportunities for
people with developmental disabilities.
2007-2008 Allocation: N/A 2008-2009 Request: $3,840
Recommendation: HSAC recommends no funding for this agency for FY 2008-2009.
FAMILY VIOLENCE PREVENTION CENTER
Family Violence Prevention Center aims to prevent and end family violence through
community education, and provision of direct services including emergency assistance,
case management and court advocacy.
2007-2008 Allocation: $19,400 2008-2009 Request: $21,000
Recommendation: Funding of $21,000 for the provision of domestic violence services
in Orange County.
FOOD BANK OF CENTRAL AND EASTERN NORTH CAROLINA
The Food Bank of Central & Eastern North Carolina is provides food to people at risk of
hunger in 34 counties in central and eastern North Carolina.
2007-2008 Allocation: $4,500 2008-2009 Request: $10,000
Recommendation: Funding of $10,000 to harness and supply resources for hunger
prevention.

FREEDOM HOUSE
Freedom House provides extended care, transitional living, and outpatient services to
promote recovery from the disease of addiction and co-occurring mental illness.
2007-2008 Allocation: $24,000 2008-2009 Request: $26,000
Recommendation: HSAC recommends funding of $26,000 for day-to-day residential
programming needs for substance abuse treatment services for Orange County
residents.
HABITAT FOR HUMANITY
Habitat for Humanity of Orange County constructs simple, but well-built, energy-efficient
homes using volunteer labor and homeowners' sweat equity that are then sold to
qualifying families at affordable prices using zero interest mortgages.
2007-2008 Allocation: $15,000 2008-2009 Request: $20,000
Recommendation: Funding of $20,000 is recommended for Habitat .for Humanity to
serve Orange County residents.
HILLSBOROUGH YOUTH ATHETIC ASSOCIATION (HYAA)
Hillsborough Youth Athletic Association provides youth baseball programs for Orange

INTER-FAITH FOOD SHUTTLE
The Inter-Faith Food Shuttle, in the belief that hunger is unacceptable, alleviates hunger
by developing systems to recover, prepare and distribute wholesome, perishable food

JOINT ORANGE CHATHAM COMMUNITY ACTION (JOCCA)
JOCCA provides services to very low-income families and individuals. These services
include nutrition and aging, self-sufficiency services, job training and employment,
community-based assistance, and energy conservation/weatherization and heating

KIDSCOPE
The KidSCope program is an early intervention program that provides specialized
services to young children who are experiencing social, emotional, and/or behavioral
difficulties.

therapeutic mental health services to preschool age children and families residing in

PLANNED PARENTHOOD

sexually transmitted infections especially among teens and low-income men and
women.

PROJECT TURN AROUND
Project Turn Around is a court diversionary program for first-time, non-violent drug
offenders; program participants receive twelve months intensive supervision, during
which time they are required to pay program fees, be employed or in school, support
themselves and any dependents, participate in drug counseling, have no further criminal
charges and be drug free.

RAPE CRISIS CENTER

TROSA is a two-year substance abuse recovery program with the mission fo assist in

year, residential self-help community serving offenders and substance abusers at no
cost to the individuals.

UNC-CH DEPARTMENT OF PSYCHIATRY- SCHIZOPHRENIA TREATMENT AND
EVALUATION (STEP) PROGRAM
The STEP Program offers comprehensive care for individuals with chronic mental
illness, specifically those illnesses with psychotic features. The program works closely
with families and community support services in order to provide continuous, consistent
and effective care.
