PURPOSE: To approve the East Alamance Fire Insurance District Map which has been
expanded to include properties within six road miles of Mebane Fire Department Station 3
located at 1469 Mebane Oaks Road in Alamance County.
BACKGROUND: The City of Mebane has acquired property for a new fire station #3 located at
1469 Mebane Oaks Road, Mebane, N.C. to enhance fire response in the Mebane Oaks Road
area of Mebane. This new station will also respond in the East Alamance Fire Insurance District
in Orange County. Property owners in the Orange County area of the East Alamance district
were not eligible to be in the rated insurance district because they were more than six road
miles from Mebane Fire Station 1 located on Washington Street in downtown Mebane.
Mebane Fire Station 3 has now been completed and is currently awaiting certification from the
North Carolina Department of Insurance, Office of the State Fire Marshal. The insurance
boundaries for station 3 need to be extended to six road miles from the fire station. Expansion
of the insurance boundaries will allow 53 property owners in the southern geographical section
of the East Alamance Fire Insurance district to be included in the insurance district and take
advantage of lower fire insurance rates.
Emergency Services Staff has worked with the staff from Orange County Information
Technologies- Geographic Information Systems (GIS) to ensure an accurate revised map of the
East Alamance Fire Insurance District. The attached map has been reviewed and approved by
staff from the North Carolina Department of Insurance, Office of the State Fire Marshal Ratings
and Inspections Division. Upon approval by the Board of County Commissioners, the Office of
the State Fire Marshal can extend the fire insurance district to six road miles from Mebane Fire
Department Station 3.

An analysis was conducted by staff to determine the number of properties affected by the
insurance district expansion. There are 53 properties that are currently outside of the insurance
district and will be added to the East Alamance Fire Insurance District. The addition of Mebane
Fire Department Station 3 allows for all properties in the East Alamance Fire District to be in the
rated insurance district.
FINANCIAL IMPACT: The approval of this item has no financial impact on the County. This is
an administrative action only and no changes in fire tax rates will be reflected by Board
approval. Upon approval property owners within six road miles of a fire station in the expanded
area will be eligible for lower fire insurance premiums.
RECOMMENDATION(S): The Manager recommends that the Board approve the attached
East Alamance Fire Insurance District Map for insurance purposes only.
