PURPOSE: To consider approving an interlocal agreement for a regional
household hazardous waste collection program involving Orange, Durham,
Chatham, and Wake Counties, the City of Durham, and the Towns of
Carrboro and Chapel Hill, and an agreement with Triangle J Council of
Governments to administer this program.
BACKGROUND: At the June 29, 1993 meeting, the Board of Commissioners
adopted a resolution endorsing the concept of developing a regional
program for establishing permanent household hazardous waste facilities
at each publicly owned landfill in the region. The concept also
included jointly contracting with one service provider for collection
and processing of hazardous wastes at all sites, with the objective of
lowering program costs for each participating government. Potentially
significant savings are envisioned from this regional approach, rather
than continuing a series of periodic one day collection events by
individual governments. Earlier in 1993-94 , representatives of
participating governments participated in a Request for Proposals
review process that resulted in the selection of Laidlaw, Inc. as the
single contractor.
Regional solid waste planners prepared a report in January 1994
detailing the process for creating a cooperative arrangement to collect
household hazardous wastes throughout the four participating counties
and to educate citizens regarding reduction and safe disposal. The
1994-95 budget recommended by the Landfill Owners' Group includes
$92,000 for the implementation of the household hazardous waste
program, although the landfill budget programs will not be finalized
before the next scheduled meeting of the LOG on July 7 , 1994 . The
State recently approved a $50,000 grant for this program through the
Office of Waste Reduction, which may be used to offset some program
costs.
Normally, staff would recommend waiting on the proposed household
hazardous waste program agreements until funding for the program is
included in the final 1994-95 landfill budget. However, Triangle J
Solid Waste Planner Judy Kincaid has indicated to County staff that
approval of the program agreements now (contingent upon the LOG
funding the program for 1994-95) , rather than at the August 8, 1994
meeting, could accelerate program implementation from mid-August to
mid-July.
Key provisions of the proposed interlocal agreement include:
• hiring a single waste handling contractor
• hiring Triangle J Council of Governments to administer the
contract and provide educational and publicity materials
• accepting household hazardous waste from citizens of any of the
participating jurisdictions at any of the permanent household
hazardous waste facilities
• creating an interlocal planning committee to oversee the program
RECOMMENDATION: The Manager recommends that the Board authorize the
Chair to sign the interlocal agreement between participating
governments, and the agreement with Triangle J COG to provide
administrative, educational, and publicity functions involving the
regional household hazardous waste program, contingent upon the
following:
( 1 ) review and approval by the County Attorney of the interlocal
agreement and agreement with Triangle J COG; and
(2 ) inclusion of funding for the household hazardous waste program
in the final 1994-95 LOG budget.

It gives me great pleasure to announce that the Triangle J Council of Governments has
been selected to receive a Recycling Assistance Grant in the amount of$50,000 from the
Office of Waste Reduction in the North Carolina Department of Environment, Health, and
Natural Resources.
Allow me to congratulate you on your successful proposal. It is through active
problem solving at the local level that North Carolina's solid waste situation can be improved.
The time and effort you have spent on creatively working to solve local solid waste problems
will provide workable solutions that can be replicated in other communities across the state.
We would like to recognize your accomplishment by formally presenting the grant to
you at a ceremony in Raleigh tentatively planned for August. Staff from the Office of Waste
Reduction will oontact you soon about the specific time and place of the ceremony. I Look
forward to scaeing you there. Again, congratulations on receiving a Recycling Assistance
Grant.

I am forwarding an abstract that you may want to consider adding to the
consent (or decision) agenda for tonight' s meeting. Judy Kincaid,
TJCOG Solid Waste Planner, requested that the County consider the
household hazardous waste (HHW) program at this meeting, rather than
waiting until the August 8 meeting. Assuming that all other
participating governments approve the agreements as scheduled within
the next couple of weeks, it would enable TJCOG to implement the
program in mid-July rather than mid-August, and to initiate the hiring
process for the staff person who would handle education and publicity
about the regional HHW program.
Staff did not include this item originally on the June 28 agenda
because the 1994-95 LOG budget has not formally been resolved, and
funding for the HHW program, though included in the recommended LOG
budget, has not been finalized. However, Commissioner Willhoit has
indicated that he is amenable to having the Board of Commissioners
consider this item on tonight' s agenda, contingent upon funding for the
HHW program being included in the final 1994-95 landfill budget. That
topic will be discussed at the next scheduled LOG meeting on July 7 .
The abstract refers to a proposed interlocal agreement, a proposed
agreement with TJCOG, and a January 1994 regional solid waste planners '
report. These documents are somewhat lengthy, and thus not readily
"faxable. " However, at your request, staff can make them available to
you.
