PURPOSE: To consider awarding a bid for the lease purchase of a Digital
Recording System.
BACKGROUND: The logging recorder presently utilized by Orange County EMS
has been in service for more than 8 years. Two channels have
already failed on the lower recording deck and the system is
beginning to experience malfunctions on the upper recording
deck. Due to the age of the machine and the cost associated
with repair it is not feasible to repair the recorder.
Sufficient funds are available in Emergency Management's 1993-
94 operating budget for the purchase of the unit.
Orange County's need were identified and specifications were
developed by County Staff. Bids were solicited and received on
June 7, 1994. A tabulation of those bids is included.
Communications Systems, Inc. of Memphis Tennessee submitted the
lowest responsible bid for all three cost options we requested.
RECOMMENDATION: The Manager recommends award of the bid to Communications
Systems for a cost of $41,340.00.
