PURPOSE: To approve an application for participation
in the State's Land Records Management Grant
Program for 1994-95.
BACKGROUND: Each year since 1980, except 1991, Orange
County has participated in the matching grant
program offered by the State of North Carolina
to modernize land records. For 1994-95 the
State has a minimum of $350,000 to award to
counties.
The $62,000 grant request reflects a 50/50
split of $31,000 in State funds and $31,000 in
County funds that have already been
appropriated to the GIS and Remapping
projects. Traditionally the grants have turned
out to be only a few thousand dollars.
The attached resolution is required to qualify
for the matching funds.
RECOMMENDATION(S) : The Manager recommends that the Board
approve a resolution of participation in the
State's Lands Records Management Program to
receive a matching grant.

Dear Mr. Link:
Orange County is invited to make application this year for a
State Matching Grant under the provisions of the North Carolina
Land Records Management Program (LRMP) . We anticipate having
approximately $350 , 000 for the coming FY 1994-95 and will award
grants on a 50/50 matching basis to those counties whose
applications qualify according to North Carolina G.S . 102-15, 16,
and 17 . A copy of the grant application form is attached.
If your county has not applied for a LRMP grant in the past, the
Land Records Management Division staff can assist you in the
preparation of your application. For those counties who have
previously submitted applications for grant funds, we request
that you resubmit your long range plan and project description
with the application and also highlight any changes to the plan
and/or the project description. As in the past, we can only
accept one application from a county; however, that application
can encompass multiple projects affecting several county offices .
We also require that the grant application be submitted through
the county manager' s office.
According to law, we can award grants only for the development of
(1) base maps, (2) cadastral or "property" maps, (3) a system of
parcel identifier numbers, and/or (4) an automated system for y
land records . Because of the limited funds available, we will
not be able to approve grants for the purchase of
central/mainframe computers . We will consider, however, grants
for such auxiliary equipment as PC' s/workstations, digitizers,
scanners, plotters, reader/printers, etc. under the automation
category. Also, following the desires and direction of the
General Assembly, special grant consideration will be given to
smaller counties .

including all supporting documents is 12 : 00 noon, July 18, 1994 .

Management Program. If you decide not to apply for a grant, we
would appreciate a letter from you stating that decision.

RESOLUTION OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS

BE IT RESOLVED, that on the 28th day of June, 1994, the Board
of Commissioners hereby give their approval to Orange
County's application for matching funds and technical
assistance under the North Carolina Land Records Management
Program (LRMP) , under the provisions of N.C.G.S. 102-15
through 17; and,
BE IT FURTHER RESOLVED, that:
1. The application for grant assistance for FY 1994-95 be
in the amount of $62,000.
2. Orange County has the necessary funds in its Capital
Projects Fund for FY 1994-95 to match the grant amount
awarded under the LRMP and will assign said funds to
this project upon notice of the award.
3. Orange County Government shares a willingness to
participate in the LRMP and will comply with all
applicable laws and regulations.
