Purpose
To approve proposed budget ordinance amendments and grant project ordinances for the Department on
Aging, Community Development program and Section 8.
Background
Department on Aging
On March 15, 1994, the Board of County Commissioners approved the receipt of North Carolina Department of
Transportation funds totalling $9,198. These funds will be used by CAT to promote rural public transportation in
Orange County. This budget amendment, (box #1, page 3 of this abstract) accepts the additional State fund.
No County match is required.
The Department on Aging has received additional federal funds through the Triangle J Council of Governments
for senior health promotion. The attached budget amendment (box #2, page 3 of this abstract) appropriates this
additional $4,775 to the Department on Aging.
The Department on Aging through the senior centers, charges fees for various activities and programs.
Participation in these activities has been higher than originally planned and budgeted. The fees are used to
offset actual expenditures. The attached budget amendment, (box #3, page 3) budgets the additional $2,253
in revenue.
The Orange County Department on Aging has received $1,460 to purchase fans for low income senior citizens.
The donations are from Duke Power ($710), the Chapel Hill Sertoma Club ($500) and the Durham-Orange
Medical Auxiliary ($250). The attached budget amendment (box 4, page 3) appropriates these additional funds.
The Orange County Retired Senior Volunteer Program (RSVP) has been awarded supplemental ACTION funds.
These additional funds must be used for this program. The attached budget amendment (box 5, page 3)
appropriates this additional $1,041 in grant funds.
At the May 2, 1994, Board of Commissioners meeting, the Board approved entering into a mutual cooperation
agreement with the Friends of the Chapel Hill Senior Center. Under this agreement, the County is to be
reimbursed by the Friends for the recruitment and selection process, salary, fringe benefits and related
personnel and indirect costs for hiring and supervising a Senior Health Promotion Coordinator. This position is
to be time limited terminating at the end of the three year period. The attached grant project ordinance budgets
the first year of these funds and establishes one 30 hour per week position (.75 full time equivalent).
Housing and Community Development/Section 8
At their March 15, 1994 meeting, the Board of Commissioners approved a program agreement accepting a
Community Development Block Grant in the amount of $250,000 for the public facilities improvements
associated with Magnolia Place. This subdivision is being developed by a joint venture of Orange County
Community Housing Corporation and Development Resources, Inc. to provide homeownership opportunities for
first-time homebuyers. The attached grant project ordinance for Community Development -Magnolia Place
includes $40,000 for waste facilities, $63,500 for street improvements, $22,750 for storm sewer, $69,800 for
street improvements, $51,000 for water improvements and $2,950 for administration.
The U.S. Department of Housing and Urban Development has approved $51,158 in additional funds for the
Section 8 Voucher Program. The attached grant project ordinance for Section 8 Block Grant Program includes
$47,607 for rental assistance and $3,551 for administrative operating costs.
Recommendation
The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance
amendment and proposed grant project ordinances.

Senior Citizen Health Promotion Program
Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted.
Section 1. This project authorized is the Senior Citizen Health Promotion Program
to develop a comprehensive and coordinated County health promotion and disease
prevention program for citizens involving a partnership of public agencies,
University Health Affairs and private groups.
Section 2. The officers of the County are hereby directed to proceed with the grant project in
accordance with the mutual cooperation agreement between the County and
the Friends of the Chapel Hill Senior Center,as approved by the Board of County
Commissioners on May 2, 1994.
Section 3. The following revenue is anticipated to be available to complete this project:
Year 1 — Grant Funds $32,539
Section 4. The following amount is appropriated for this project:
Human Services — Senior Citizen Health Promotion $32,539
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. There is one 30 hour permanent position (.75 F.T.E.) associated with this grant project.
Section 9. This project period begins June 6, 1994 and goes through May 30, 1995.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following grant project is
hereby adopted.
Section 1. The project authorized is the Community Development project as described in the work
statement contained in the DCA grant number 93—C-8332 between this unit and the North
Carolina Department of Commerce. This project is more familiarly known as the
Magnolia Place Community Development Project.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the North Carolina Department of
Economic and Community Development and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental -- Magnolia Place $250,000

Section 4. The following amount is appropriated for this project:

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted.
Section 1. The project authorized is the Housing Authority project as described in the work
statement contained in the grant agreements NC 19—K104--001, NC 19—V104—001—005,
NC19—E104-001-009 and NC19—E104-011 between this unit and the U.S. Department
of Housing and Urban Development. This project is more familiarly known as the
1993-94 Section 8 Grant Project.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document, the rules and regulations of the U.S. Department of Housing
and Urban Development and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
