PURPOSE: To authorize the Clerk to the Board of Commissioners to
recruit applicants for appointment to the Orange Solid Waste Planning
Advisory Committee.
BACKGROUND: At its May 19 meeting, the Landfill Owners' Group agreed
to recommend to the governing bodies the formation of a citizens'
advisory committee to assist with the pending integrated solid waste
management study. The recommended composition of this committee is 9
voting members: 2 members each would be selected by the County and the
Towns of Carrboro, Chapel Hill, and Hillsborough; the ninth member
would be appointed by the LOG.
The citizens' advisory committee would provide citizen oversight and
recommendations to the consultant and the LOG concerning the integrated
solid waste management plan study. The committee would work directly
with the consultant and the LOG, and would be supported by the LOG
staff. If possible, it is considered desirable to have all governing
board appointments made before the LOG meeting on July 7 so that the
committee composition and meeting schedule can be finalized at that
time.
RECOMMENDATIONS The Manager recommends that the Board authorize the
Clerk to solicit applications for two County appointments to the Solid
Waste Planning Advisory Committee, with the intent that the Board would
consider making these appointments at the Commissioners' meeting on
June 28, 1994.

Mission Statement
The Orange Regional Landfill Owners' Group seeks citizens who live or operate a business in
Orange County to serve on the Orange Solid Waste Planning Advisory Committee. The primary
objective of the committee is to provide guidance and citizen input to the integrated solid waste
management plan that is to be prepared during fiscal year 1994-95. The commitment to this
committee would be approximately one year with an average of one meeting per month.
Background
At current waste generation rates, the Orange Regional Landfill on Eubanks Road will be full
within seven to nine years. The Orange Regional Landfill Owners' Group with cooperation of the
Town of Hillsborough, wishes to develop an integrated solid waste management plan that will:
• extend the life of this landfill and future landfills by reducing the amount of material
entering the landfill,
• meet or exceed the waste reduction goals set by the State of North Carolina, and
• manage solid waste generated in Orange County in a manner that is cost-effective
and environmentally sound.
To that end, the Owners' Group will contract for development of an integrated solid waste
management plan. The advisory committee for this work will provide an opportunity for direct
citizen input to the plan. The role of the committee will include:
• providing assistance in development of evaluation criteria for selection of different
solid waste management systems,
• commenting on reports from the consultant on different solid waste management
options available to Orange County,
e providing a conduit for input from other citizens about the plan.
Process
The advisory committee will consist of 9 members with two selected by each of the four local
governments involved (Carrboro, Chapel Hill, Hillsborough, Orange County), and one member
selected by the Landfill Owners' Group. There will also be a resource group to the committee
made up of eleven representatives from the following groups: UNC-CH (1); environmental
organizations (2); solid waste collection companies (2); recycling collection or processing
companies(1); Chambers of Commerce (2); public school systems (2); North Carolina Cooperative
Extension (1). Membership to the resource group will be selected by the Orange Regional Landfill
Owners' Group.
The Owners' Group will appoint a convener and then the committee will select a chair to serve as
moderator of the meeting and a vice-chair to act in the absence of the chair. The landfill owners'
group staff will provide administrative support for the committee.
