PURPOSE: To consider approval of changes to the Orange County Landfill
tipping fee schedule for FY 1994-95.
BACKGROUND: The Orange County Landfill is administered by the Town of
Chapel Hill under provisions of the 1972 Landfill Agreement between
Orange County and the Towns of Chapel Hill and Carrboro. The agreement
requires that all three parties must approve changes to the tipping fee
schedule.
The attached spreadsheets detail the budget recommended by the LOG.
The major increase in expenditures over 1993-94 is attributable to more
than $3 million for construction of the next section of the present
landfill. The funds for this expansion have already been accumulated
as reserves.
The Landfill Owners' Group has recommended to the governing bodies of
the three jurisdictions that 1994-95 tipping fees be established as
follows:

The proposed tipping fee changes would not result in an increase to the
County' s 1994-95 landfill fee budget, which is actually lower next
year due to savings achieved in 1993-94 by the move to staffed solid
waste sites.

The recommended landfill budget, which incorporates the proposed fees,
would fund all current programs and the following new programs and
expansions:
* A permanent household hazardous waste collection program ($92,000
first year)
* Expansion of the rural curbside recycling program from its current
level of about 4400 homes to about 5600 homes ($23,400)
* Funding for a new reserve fund for future landfill development
($25,000)
* Funding for a source reduction program ($51,000)
* One additional pedestrian oriented recycling bin ($2,600)
* Increasing the amount for waste reduction grants (net increase of
$5,000, to a total of $15,000)
RECOMMENDATION: The Manager recommends that the Board approve 1994-95
tipping fees of $26/ton for mixed solid waste, $16/ton for ash, and
$5/ton for clean wood waste.
