BACKGROUND: The State Department of Human Resources established the Home and Community Care Block Grant which became effective July 1, 1992. The grant did not create new funding streams, but combined funds appropriated to the Department on Aging, Department of Social Services and Joint Orange Chatham Community Action Agency to administer programs for senior citizens. On May 10, 1994 the Home and Community Care Block Grant Advisory Committee met and endorsed a recommended funding plan for fiscal year 1994-95. The block grant requires the Board of Commissioners to conduct a public hearing to receive comments on the recommended funding plan. The recommended funding plan for the 1994-95 fiscal year is $456 more than the 1993-94 fiscal year. RECOMMENDATION(S) : The Manager recommends that the Board conduct the public hearing; and approve of the 1994-95 Home and Community Care Block Grant Funding Plan as endorsed by the Home and Community Care Block Grant Advisory Committee. ( b) The increase in Senior Center ( $456 ) is the result of the Block Grant Committee' s recommendation that the additional Orange County funds be used to purchase health screening services from the Health Department to be provided at clinics at the four ( 4) Orange County Senior Center.-i . (c ) There will be a shift in the Block Grant funds from In-Home and Institutional Respite services to Information and Care Assistance . Using county funds for Respite will give staff the flexibility to authorize service at whatever level is needed, while assuring that all of the Grant funds will be earned and streamlining administrative paperwork. The total levels of service commitment to In-Home and Institutional Respite will not change in Orange County. Switching county dollars for Block Grant funds will not result in a net increase to Orange County dollars, with a minimum required 10% local match requirement remaining the same.
