PURPOSE: To amend the Orange County Classification and Pay Plan
by changing the title of the class of Public Health
Educator/Kellogg Project Director at Salary Grade 68 to
Senior Public Health Educator still at Salary Grade 68.
BACKGROUND: On May 2, 1994, the Orange County Board of
Commissioners considered options for establishing a
Health Promotion Coordinator for the Chapel Hill Senior
Center. The Board decided to enter into a Mutual
Cooperation Agreement with the Friends of the Chapel
Hill Senior Center. Through the agreement, the County
would establish a Health Promotion Coordinator position
and be reimbursed for salary and related costs
by the Friends.
The Department on Aging has given Personnel a position
description for the proposed position to determine the
appropriate classification under the current Orange
County Classification and Pay Plan.
Personnel compared the duties and responsibilities of
the proposed Health Promotion Coordinator position to
those of positions in other classes in the Orange
County Classification and Pay Plan. The study
indicates that the duties and responsibilities of the
proposed position are comparable to those of the
established class of Public Health Educator/Kellogg
Project Director at salary grade 68.
The positions are similar in the coordination of public
health programs (which includes facilitating the
coordination of efforts of various agencies, schools,
coalitions, county departments and other community
groups) ; budgetary responsibility; program management,
evaluation and reporting; and supervisory
responsibility over volunteer staff.
Thus the recommendation is to expand the existing class
of Public Health Educator/Kellogg Project Director to
include the proposed position. To do this, the title
would be changed to Senior Public Health Educator and
the class specification would be changed to include the
specific duties and responsibilities of the proposed
position. The salary grade assignment (68) will not
change.
Upon approval of this recommended change, the position
currently assigned to the Public Health Educator
/Kellogg Project Director will be reassigned to the new
class title of Senior Public Health Educator at the
same salary grade and the proposed position will be
classified as Senior Public Health Educator also at
salary grade 68.
RECOMMENDATION: The Manager recommends the Board amend the
Classification and Pay Plan to change the class title
for Public Health Educator/Kellogg Project Director to
Senior Public Health Educator.

SENIOR PUBLIC HEALTH EDUCATOR
GENERAL DEFINITION OF WORK:
Performs intermediate professional and responsible administrative work
coordinating, planning, organizing and promoting health promotion
programs to varied population groups; does related work as required.
Work is performed under general supervision. Supervision may be
exercised over subordinate clerical personnel and community volunteers.
TYPICAL TASKS:
Provides overall coordination of and direction for community-based
public health projects, and senior center based health promotion and
disease prevention programs, and other projects targeted to specific
population groups;
Facilitates the coordination of efforts of various agencies, schools,
coalitions, county departments and other community groups;
Coordinates and promotes special health promotion events for the
general public and special population groups;
Collaborates with community residents through agencies and other
community groups to do a needs assessment;
Plans strategies to develop and address goals and objectives of health
programs and projects; Collects, analyses and tabulates program data
for program development, evaluation and reports;
Develops and carries out appropriate evaluation strategies;
Monitors expenditures and prepares monthly financial reports;
Schedules and plans agendas for meetings;
Recruits, trains and supervises volunteers/Community Health Advocates;
Performs related tasks as required.
KNOWLEDGES, SKILLS AND ABILITIES:
General knowledge of the functions of community health agencies;
thorough knowledge of agency objectives and procedures; general
knowledge of theories, principles, methods and techniques used in
preparing and disseminating public health educational information and
programs; thorough knowledge of community health planning, organization
and development; general knowledge of techniques in preparing graphic
materials, exhibits and visual aids; ability to present ideas
effectively both orally and in writing; ability to work effectively and
communicate with people of all educational levels; ability to establish
and maintain effective working relationships with community and
educational organizations and groups, the general public and
departmental staff; ability to facilitate cooperation among various
groups implementing health education programs.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation
from an accredited college or university with major course work in
health education or related field and at least two years experience in
public health education.
