BACKGROUND: Since FY 1994-1995, Orange County has served as the fiscal agent administering grant funds for CJPP-related program services in Orange and Chatham counties. This grant application requests $169,973 to maintain program operations. Of this amount, $10,000 is designated for administrative support with the balance contracted with Freedom House Recovery Center. Orange County contracts with Freedom House Recovery Center to operate the Orange/Chatham Resource Center. The goals of the resource center are: 1. To eliminate the cost barrier to treatment for the offender population; 2. To maintain motivation for treatment through treatment support, probation, court supervision, and community supports, providing close liaison between the entities; 3. To strive for maintaining abstinence from illegal substances, measured by frequent, random drug screens; 4. To promote abstinence from substance use, measuring compliance through frequent, random drug screening, assessing relapses when they occur through treatment planning and individualized treatment goals; and 5. To provide case management around key issues of employment, education, life skills issues, as measured by NC TOPPS Outcome Assessment Instrument and Global Assessment of Functioning (GAF). Available services offered by the Orange/Chatham Resource Center include: ^ Intake Assessment ^ Intensive and Regular Outpatient Substance Abuse Treatment Services ^ Educational Services ^ Job Development Services ^ Domestic Violence Services ^ Life Skills ^ After Care Services ^ Support Services ^ Drug Screening ^ Cognitive Behavior Intervention In addition to serving Orange County residents, the Orange/Chatham Resource Center has established office hours in Chatham County, on a regularly scheduled basis, to provide community support similar to that offered to Orange County residents. FINANCIAL IMPACT: The grant application requests $169,973 to maintain program operations. At present, funding for the CJPP programs has been placed on anon-recurring status and is competitive. The legislative continuation review hearing for the CJPP is scheduled for April 17, 2008. RECOMMENDATION(S): The Manager recommends that the Board approve the grant application and authorize the Chair to sign contingent upon final review by staff and the County Attorney.
