Purpose
To approve proposed budget ordinance amendments and revised grant project ordinance for the Smart Start
Program.
Background
Department of Health
At the April 19, 1994, Board of Commissioners meeting, the Board approved an increase in the consolidated
state contract to enhance the Family Planning, Maternal and Child Health budgets. These funds will enable the
Health Department to purchase Norplant and other family planning supplies for an additional 83 low income
Orange County residents, provide incentives to enhance participation in the Family Planning clinic and provide
funds for a small increase in mileage reimbursements. This budget amendment, (box #1, page 3 of this
abstract) accepts the additional State funds totaling $12,568. No County match is required.
At the April 19, 1994, Board meeting, the Commissioners approved an increase in funding for the Environmental
Health Division. The additional $1,900 in State funds will be used to purchase computer equipment and
software in this division. The attached budget amendment (box #2, page 3 of this abstract) accepts these
additional funds. No additional County funds are required.
The Health Department has recently received additional State funds totaling $17,616 for the Family Planning
program. These funds will enable the Health Department to purchase family planning educational materials,
furnishings and equipment for the family planning staff. These additional funds are appropriated on the
attached budget amendment (Box #3, page 3 of this abstract). No County match is required.
The Health Department has been awarded additional State funds totaling $18,086 for the Immunization Action
Plan fund. The goal of this program is to make immunizations more universally available so that more children
by the age of two years will be fully immunized. Grant funds will be used for personnel costs associated with
the immunization program. In addition, computer equipment will be purchased to develop a tracking system as
part of a state-wide effort to gather data. The attached grant project ordinance appropriates these additional
funds.

Smart Start
At their April 19, 1994, meeting, the Board of Commissioners accepted $14,202 in additional Smart Start grant
funds for the Personal Health Division of the Health Department. These funds will be used for planning a home
visiting program ($9,526), purchasing developmental toys for children ($1,326) and a lap top computer ($3,350).
The attached Smart Start grant project ordinance makes this appropriation.
At the April 4, 1994, Board of Commissioners meeting, the Board accepted a $29,575 grant award from the
Orange County Partnership for Young Children. This grant award allows the Health Department in collaboration
with the UNC School of Dentistry, to provide dental screening, education, treatment, planning, prophylaxis and
referral to pre-school children (to five years of age). The attached Smart Start grant project ordinance
appropriates these additional funds.
The Orange County Library has been awarded $1 0,721 in Smart Start funds for library outreach to daycare
centers. These funds will be used to buy library materials, including books, videos, puppets, puzzles and games
for children. Funds will also be used to pay a temporary part time employee salary and associated travel
expenses. This appropriation is made on the attached Smart Start grant project ordinance.
The Department of Social Services has received an additional $20,865 in Smart Start funds. These funds will
be used to purchase safety seats for infants/toddlers and parenting materials and supplies ($3,845); for
developing a visitation program for foster children and their biological parents ($7,020) and automation for the
Child Protective Services Division ($10,000). The attached Smart Start grant project appropriates these
additional funds.
Recommendation
The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance
amendments and proposed grant project ordinance amendments..

Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted.
Section 1. The project authorized is the Smart Start Program as awarded to the Orange County
Departments of Social Services, Health an Library by the State of North Carolina and the
Orange County Partnership for Young Children (OCPYC).
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,and the rules and regulations of the State of North Carolina.
Section 3. The following revenue is anticipated to be available to complete this project:

Intergovernmental -- Smart Start -- Health 43,777
Intergovernmental — Smart Start -- Library 10,721
Total $131,617
Section 4. The following amount is appropriated for this project:

Section 5. The Finance Officer is hereby directed to maintain within the grant project fund sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to g l •

manner.
Section 7. Copies of this grant project ordinance shall be made available to the Finance Officer for
direction in carrying out this project.
Section 8. Positions authorized through this grant project include 3.5 full time
equivalent positions in the Department artment
of Social Services as authorized the 13OCC n February 15, 1994.
Subsequent funding beyond June 30, 1995, is contingent upon the General Assembly's additional
allocation of Smart Start funds.
Section 9. This project period begins January 18, 1994,and is valid through June 30, 1994. Subsequent funding

is contingent upon the availability of funds sufficient to cover expenditures.

GRANT PROJECT ORDINANCE
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted.

County Health Department by the North Carolina Department of Environment, Health and
Natural Resources.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document, the rules and regulations of the North Carolina Department of
Environment, Health and Natural Resources and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:
