HomeMy WebLinkAboutAgenda - 04-19-1994-IX-C i . 1 O R A N G E C O U N T Y BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: APRIL 19, 1994 Action Agenda Item # =-C- SUBJECT: CHARGE TO PROPOSED WORK GROUP--I-40/OLD NC 86 ECONOMIC DEVELOPMENT DISTRICT DEPARTMENT: PUBLIC HEARING: Yes —X—No COUNTY COMMISSIONERS/ COUNTY MANAGER ATTACHMENT(S) : INFORMATION CONTACT: MOSES CAREY/JOHN LINK, EXT. 2130/2300 TELEPHONE NUMBERS: Hillsborough - 732-8181 Durham - 688-7331 Mebane - 227-2031 Chapel Hill - 967-9251/968-4501 PURPOSE: To confirm the charge to the Proposed Work Group for the I-40/Old NC 86 Economic Development District BACKGROUND: When the Board of Commissioners approved the Economic Development District proposals on March 2, approval of the I-40/Old NC 86 District was withheld, pending a Orange County-Hillsborough initiative to jointly plan that District, including the area to the north along Old NC 86. At its March 15 meeting, the Board of Commissioners continued discussion on the process and identified the following preliminary guidelines: 1. 10 members will be appointed to a Work Group as follows: a. Board of Commissioners - 2 b. Hillsborough Town Board - 2 C. Orange County Planning Board - 2 d. Hillsborough Planning Board - 2 e. Orange County EDC - 2 2 . Citizens will be encouraged to come and participate, but representation will be limited to the above groups; and citizens will be given • f 2 the opportunity to make statements or raise questions during each meeting. 3 . A County representative should serve as Chair. The Board asked that the Chair of the Commissioners and the County Manager draft a proposal and bring it back for consideration at a meeting in April. As additional background, the following represents: (1) The General Interests expressed at the BOCC Retreat; and (2) Specific Interests as identified at Public Hearings/BOCC Meetings. Note: Some of these specific interests have been enhanced to include Commissionerse comments of the April 4 meeting and are typed in bold print. 1. General Interests - As identified at BOCC Retreat a. Avoiding urban sprawl; b. Preserving protected watersheds and groundwater supplies; C. Encouraging bicycle and mass transit transportation in and between urbanized areas; d. Protecting and preserving farmland and open space; e. Developing an appropriate mix of residential and nonresidential development, including commercial; f. Encouraging fiscally responsible development; g. Involving neighborhood residents in the planning process; and h. Enhancing the revenue base of the Town and the County 2 . Specific Interests - As identified at Public Hearings/BOCC Meetings a. Range of permitted uses; i.e. , appropriate mix of nonresidential uses; b. Character of development; i.e. , business park vs. RTP atmosphere; C. Development standards; i.e. , minimum lot size and building coverage; d. Annexation potential ; e. Relationship of the Cooperative Planning Zone Agreement to the Economic Development District; f. Avoiding "strip" development; i.e. , convenience stores and fast food restaurants; g. What types of utility extensions will be r 3 incorporated in the EDD and how to address policies, plans, costs, usage and capacities; h. Entranceway character; i.e. , setbacks, ROW dedication, widening, and access points; i. District Boundaries - How would the EDD be expanded; i.e. , interest expressed in expansion along east and west sides of Old NC 86 North of present proposal; j . Hillsborough development standards/proposed amendments; k. Impact accommodation; 1. Approval process; and M. Review L.U.P. locational criteria in the context of rural vs urban EDDs. Finally, at the April 4 BOCC meeting, the Commis- sioners agreed that the first task of the group would be to address the inclusion of public participation in proposal development if any is desired beyond that included in this proposal. The group would also confirm the charge and agree on a tentative time frame for conclusion of the groups work. RECOMMENDATION: The recommended charge is: To develop a specific proposal for the I-40/Old NC 86 Economic Development District and the area east and west of Old NC 86 between I-40 and I-85 that will be responsive to the majority of interests listed above; and to present this proposal to the Orange County Board of Commis- sioners and the Town of Hillsborough no later than October 1, 1994 .
