PURPOSE: To consider updating the charge to, and composition of, the
Orange County Emergency Medical Services Advisory Council (EMSAC) , as
outlined in the EMSAC operating guidelines.
BACKGROUND: At the Commissioners' work session on the EMS Strategic
Plan in November 1993, the importance of EMSAC attention to the
implementation and continuation of the EMS strategic planning process
was discussed. During its last several meetings, the EMSAC reached
consensus on recommended modifications to the operating guidelines
that were established when the Council was reconstituted in 1989. The
most significant changes include: 1) addition of a subparagraph to the
"PURPOSE" section that charges the EMSAC with supporting, evaluating,
and developing recommendations pertaining to the continuation of the
EMS strategic planning process; and 2) a specific set of EMSAC
membership positions, including citizens and EMS system practitioners,
that provides for broader representation on the Council.
Copies of the 1989 Operating Guidelines and the proposed, updated
Operating Guidelines, are attached. If the Board endorses the updated
guidelines, to include the proposed membership, appointments to the
EMSAC would be brought back for consideration by the Board at a future
Commissioners ' meeting.
RECOMMENDATION: The Manager recommends that the Board endorse the
updated EMS Advisory Council Operating Guidelines.

INTERIM GUIDELINES
PURPOSE: The purpose of the Council shall be:
To constitute a forum for the consideration of all
aspects of the delivery of emergency medical care in Orange
County.
To make recommendations relative to emergency medical
services to the Orange County Commissioners and other
appropriate agencies.
To give all possible support to the emergency medical
activities of the Orange County Emergency Medical Services
System including:
a) Planning for the coordination of all parts of the
System
b) Promotion of an effective communication system for
emergency medical services
c) Promotion of educational programs for emergency
medical services personnel
d) Development of public information and education
programs
f) Making recommendations regarding the allocation of
funds for equipment, vehicles and other resources
TERRITORIAL LIMITS:
The Council shall operate within the geographical bounds
of Orange County.
MEMBERSHIP:
The Commissioners of Orange County shall set the
membership and shall affirm all proposed members. The
members should be representatives of all local
governments, response agencies, the medical community and
citizens at large.
REGULAR MEETINGS:
Meetings shall be held every other month at a time and
Place set by the Council .

SPECIAL MEETINGS:
Special meetings may be called if business is urgent and
cannot be scheduled in a regular session.
QUORUM:
A majority of members shall constitute a quorum.
OFFICERS:
The Council shall have a convener and a secretary. The
convener shall be the County Commissioner Representative and
the secretary shall be the Director of EMS.
COMMITTEES:
Committees shall be formed as needed and shall exist as
long as necessary to accomplish their assignments. No
Committee shall be considered permanent. ,
VACANCY IN MEMBERSHIP:
Membership vacancy shall be made known to the Clerk to
the Board and filled in accordance with Orange County
Commissioner's Policy.
PARLIAMENTARY PROCEDURES:
Robert 's Rules of Order shall be used.

OPERATING GUIDELINES
PURPOSE
The purpose of the Council shall be:
(a) To constitute a forum for the consideration of all aspects of
the delivery of emergency medical prehospital care in Orange
County and to provide citizen input to EMS staff.
(b) To provide information and advice relative to emergency
medical services to the Orange County Commissioners and other
appropriate agencies.
(c) To support the emergency medical activities of the Orange
County Emergency Medical Services System by evaluating and
developing recommendations and/or priorities for:
( 1) promoting an effective communication system for
emergency medical services
(2) promoting educational programs for emergency medical
services personnel
(3) developing public information and education programs for
citizens
(4 ) providing opportunities for citizen input regarding the
allocation of funds for equipment, vehicles, and other
resources
(5) providing opportunities for citizen input regarding
level of service and quality of service
(6) continuing the strategic planning process for EMS
development based on patient outcome by using
appointed subcommittees or other available resources.
TERRITORIAL LIMITS
The Council shall operate within the geographical bounds of Orange
County, its municipalities, and other service areas.

MEMBERSHIP
The Commissioners of Orange County shall set the membership and
shall appoint all proposed members. The members shall be
representatives of local governments, response agencies, the
medical community, and citizens at large as listed below:

(3) Governmental Representatives - Carrboro, Chapel Hill,
Hillsborough (Elected Officials or their Designees)
(4 ) Citizen Consumers - At-Large appointed by County

Citizen appointments shall be for a two-year period. These
citizens may be reappointed or new appointments may be made in
accordance with Orange County Commissioners' Policy. All except
ex-officios will be voting members.
Members who miss three consecutive unexcused meetings shall be
contacted by the secretary to determine their intent to continue
participation; for members who miss four consecutive unexcused
meetings, the appointing authority will be notified of the
absenteeism.

MEETINGS
Meetings shall be held at least every other month at a time and
place set by the Council. Special meetings may be called if
business is urgent and cannot be scheduled in a regular session.
Notification of meetings and agendas shall be mailed one week
ahead of meeting date.
OFFICERS
The Council shall have a convener, a substitute convener, and a
secretary. The convener shall be the County Commissioner
Representative. The duties of the convener shall include chairing
the meetings, appointing committees, and serving as a liaison to
the Board of Commissioners. The substitute convener will be named
by the Council and will fulfill the duties of the convener when
necessary. The secretary shall be the Director of Orange
County Emergency Management Services. The duties of the secretary
shall include setting the meeting agenda in consultation with the
convener, maintaining council records, and communicating with the
Board of Commissioners, County staff, and other appropriate
agencies.
COMMITTEES
The Council shall appoint committees as needed to accomplish
assignments by the Advisory Council or the Director of EMS. These
committees shall exist as long as necessary to accomplish their
assignments.
VACANCY IN MEMBERSHIP
Vacancy occurs when the appointed term expires, or a resignation
is received, or when the appointing authority withdraws the
member. The secretary shall notify the Clerk to the Board of
vacancies, and they shall be filled in accordance with Orange
County Commissioners' Policy.
