PURPOSE:
To accept state funding in support of the Environmental Health, Food and Lodging
Programs through the consolidated contract with the Department of Environment,
Health and Natural Resources.
BACKGROUND:
Through the consolidated contract, the state has provided $6,000 annually for the
Environmental Health Department. In addition the state collects fees for food
and lodging inspections. An initial allotment of $750 to each local health
department is supplemented mid-year by an additional allocation based on county
compliance with mandated inspections of food and lodging facilities.
These funds have not been processed until now pending a final decision on the
waste water treatment operating systems program. However the deadline for
submitting the contract amendments is rapidly approaching,, therefore these funds
must be accepted now.
The $6,000 will be used to offset county funding for Environmental Health
salaries. The county budget already includes $3,000 for food and lodging. The
balance from the total food and lodging allocation of $4,900 is $1,900 which will
be used to provide a scanner and related software for the Environmental Health
Department.
RECOMMENDATION(S): The Manager recommends that the fund be accepted and the
Chair be authorized to sign the budget forms and the
contract amendment.

SUBJECT: Funds for Environmental Health rograms
and Services at the Local Level
The N. C. General Assembly has ratified legislation allowing each county
health department to receive funds for environmental health programs. This year
$6000 per county will be available. Completion of DEHNR Forms 2948 (Budget Form)
and 3300 (Contract Addendum) will be used as a way to initiate the process of
allocating these funds. As soon as possible, please complete the enclosed forms,
including signatures for your county finance officer and you, and return them to the
Division of General Services.
In determining objectives to be achieved as a result of this funding, you
should consider that the funds were appropriated to support local environmental
health programs which have been given by the legislature to local health departments
for implementation. During 1993-94 these funds should be used to augment the
environmental health budget and not to supplant locally generated or appropriated
funds.
Training should be one of the top priorities. We have discussed the needs for
personnel to be up to date in all environmental programs and this would certainly
help in getting environmental health staff educated. Other appropriate uses
include: (1) salary adjustments for sanitarians; (2) computer hardware and
software; (3) clerical support for environmental health; (4) environmental health
related audiovisual aids and equipment; (5) environmental health technical journal
subscriptions and reference books; and (6) technical equipment such as engineer
levels, tripods, rods, concrete testing rebound hammers, metal detectors, sludge
judges, pocket pH meters, recording thermometers, water activity meters,
pasteurization testing equipment, and black lights. Of course, there are other uses
which would also be quite acceptable. In any event, it should be remembered that
this appropriations for environmental programs and development of personnel to
carry these out.

This is the sixth year of state funding. Make every effort to use these funds
wisely and effectively. We would like to see this continue in the future.
You will receive a form in order to submit a summary report on how these
environmental health funds were actually expended. This requirement is necessary
to compile information for future auditing purposes. The State Environmental Health
Funding Report should be completed and submitted at the end of the fiscal year.

We anticipate collecting approximately the same amount of fees from Food
and Lcac:ng facilities for FY 93 -94 as we are collecting during the
ear. Your initial allotment be $750 . 00 . If your ccunty' s
compliance with mandatory inspection requirements is the same next year,
the subsequent disbursements to your county should be about the same.
although these funds are not mandated to be spent for any specific
program, we remind you that the food and lodging industry provides these
funds and expects the funds to support =oca1 food and lodging programs .
We encourage you to utilize these funds to provide better service to
this important program.
Please complete the enclosed budget fc= and contract addendum to show
how you plan to spend these funds .

of Food and Lodging Fees Funds
According to records from your department, we have computed your compliance with mandated inspections of food
and lodging facilities for FY 1992-93, and find that the overall compliance rate for your county is 98%. This
compliance rate allows us to offer an additional $4,150.53 in funds from this program. This makes the total
distribution of funds to your department from this program $4,900.53 (including the initial $750.00 to your county)
for fiscal year 1992-93. This is the final distribution for 1992-93.
In order to claim these funds, please complete budget pages and submit them to Johnsie Robinson, Purchase and
Contract Section, PO Box 27687, Raleigh, NC 27611-7687 by January 31, 1994.
