PURPOSE: To confirm the charge to the Proposed Work Group for
the I-40/Old NC 86 Economic Development District
BACKGROUND: When the Board of Commissioners approved the Economic
Development District proposals on March 2, approval of
the I-40/Old NC 86 District was withheld, pending a
Orange County-Hillsborough initiative to jointly plan
that District, including the area to the north along
Old NC 86.
At its March 15 meeting, the Board of Commissioners
continued discussion on the process and identified the
following preliminary guidelines:
1. 10 members will be appointed to a Work Group as
follows:
a. Board of Commissioners - 2
b. Hillsborough Town Board - 2
C. Orange County Planning Board - 2
d. Hillsborough Planning Board - 2
e. Orange County EDC - 2
2. Citizens will be encouraged to come and
participate, but representation will be limited
to the above groups; and

3. A County representative should serve as Chair.
The Board asked that the Chair of the Commissioners
and the County Manager draft a proposal and bring it
back for consideration at a meeting in April.
As additional background, the following represents:
(1) The General Interests expressed at the BOCC
Retreat; and (2) Specific Interests as identified at
Public Hearings/BOCC Meetings.
1. General Interests - As identified at BOCC Retreat
a. Avoiding urban sprawl;
b. Preserving protected watersheds and
groundwater supplies;
C. Encouraging bicycle and mass transit
transportation in and between urbanized
areas;
d. Protecting and preserving farmland and open
space;
e. Developing an appropriate mix of residential
and nonresidential development, including
commercial;
f. Encouraging fiscally responsible
development;
g. Involving neighborhood residents in the
planning process; and
h. Enhancing the revenue base of the Town and
the County
2. Specific Interests - As identified at Public
Hearings/BOCC Meetings
a. Range of permitted uses; i.e. , appropriate
mix of nonresidential uses;
b. Character of development; i.e. , business
park vs. RTP atmosphere;
C. Development standards; i.e. , minimum lot
size and building coverage;
d. Annexation potential;
e. Cooperative Planning Agreement; i.e. , County
vs. Town review/approval;
f. Avoiding "strip" development; i.e. ,
convenience stores and fast food
restaurants;
g. Utility extensions; i.e. , policies, plans,
costs, usage, and capacities;
h. Entranceway character; .i.e. , setbacks, ROW
dedication, widening, and access points;
i. District expansion; i.e. , along west side of
Old NC 86 north of ED District;
j . Hillsborough development standards/proposed
amendments;

k. Impact accommodation; and
1. Approval procedures.
RECOMMENDATION: The recommended charge is: To dev lop a specific
proposal on the permitted uses to De included in
the I-40/Old NC 86 Economic Develo went District
that will be responsive to the maj rity of
interests listed above; and to present this
proposal to the Orange County Boarl of Commis-
sioners and the Town of Hillsborou h no later
than October 1, 1994.
