PURPOSE: To consider whether to provide the same benefit
subsidies for County Commissioners' health, dental
and life insurance as are provided for County
employees.
BACKGROUND: At the March 1, 1994 Board of County Commissioners
meeting it was requested that this item be placed on
a future Board meeting agenda for discussion prior to
the fiscal year 1994-95 budget process.
Currently Commissioners are eligible to participate
in the following benefits:
-Health insurance (Carolina Physicians` Health Plan
only)
-Dental insurance
-Life, accidental death and dismemberment insurance
-Flexible compensation plan
-Supplemental insurance plans
-Supplemental retirement plan (Section 457 deferred
compensation plan only)
Participation has been on the basis of the
Commissioner paying the full cost of the coverage.
For permanent County employees, the County pays
part or all of the cost for health insurance, dental

insurance and life insurance, depending on the
coverage selected.
The Board could elect to provide the same subsidy for
Commissioners' health, dental and life insurance as
is provided for permanent employees. Any such
decision may be enacted only by inclusion in and
adoption of the annual budget. If the Board elected
to provide such a subsidy, it could be effective
July 1, 1994.
For Commissioners to be eligible to participate in
one of the Blue Cross health plans (traditional plan
or the Personal Care Plan) , it is necessary to obtain
Blue Cross approval to include Commissioners under
the plan contract.
