PURPOSE: To amend the Orange County Classification and Pay Plan
by adding the new class of GIS Application Developer
at Salary Grade 72.
BACKGROUND: Development of the Geographical Information System
(GIS) application is an on-going County goal.
To support progress on this goal, Land Records had
requested staff support to develop applications on the
GIS software (ARC/INFO) and provide training of all
personnel who will use GIS.
Land Records had determined that securing technical
assistance from the GIS vendor or the hardware vendor
would cost $125 -$135 per hour plus expenses and was
not cost-effective.
A team made up of Land Records Manager Roscoe Reeve,
Planning Director Marvin Collins, County Manager John
Link, Assistant County Manager Rod Visser, and Budget
Director Sally Rost met to discuss alternatives for
staffing. In the context of right sizing and
making the best use of available resources to meet the
County goal of GIS development and implementation
within current funding, a decision was made to
temporarily transfer a vacant Planner III, salary
grade 72, position from the Planning Department to
Land Records to provide staff support for GIS
applications development.
Land Records then submitted a position description to
Personnel reflecting the GIS application development
duties so that the position can be classified

appropriately prior to recruitment.
The position' s major functions include application
development using GIS software, training departments
in the use of GIS software and applications, and
establishing and maintaining a network for GIS with
all offices. The position will be supervised by Land
Records Manager Roscoe Reeve.
Personnel' s review of the projected duties of this
position indicates the need to establish a new class
of GIS Application Developer at Salary Grade 72 to
recognize the duties and responsibilities. This
recommended salary grade is based on salary survey
information obtained from other public employers in
North Carolina and comparison with other classes in
the Orange County Classification and Pay plan,
including data processing and planning classes.
There is no increase in cost associated with the
temporary reassignment of this position. The salary
grade proposed for this class is the same as that
assigned to the Planner III class.
With approval of the new class the vacant Planner III
position at Salary Grade 72 will be reclassified to
the GIS Application Developer class also at Salary
Grade 72.
RECOMMENDATION: The Manager recommends the Board amend the Orange
County Classification and Pay Plan to add the class of
GIS Application Developer at Salary Grade 72.

GIS APPLICATION DEVELOPER
GENERAL DEFINITION OF WORK:
Performs complex professional work providing applications development,
staff education, and project management relating to the development of
the County's Geographic Information System (GIS) ; does related work as
required.
Work is performed under general supervision.
TYPICAL TASKS:
Creates and maintains GIS applications in Arc Macro Language (AML)
using ARC/INFO GIS software;
Works with existing and/or future system users to understand
departmental needs, mandates, workflow and procedures;
Applies GIS system capabilities to departmental needs;
Evaluates implementation approaches;
Develops menus, macros and programs to prepare required application; ;
Works with the Systems Administrator to ensure accurate operation of
the hardware, software, systems backups, etc. ;
Works with Mapping Supervisor to coordinate digitizing of maps and
other data entry;
Provides user education and training in application and software system
procedures, standard uses and capabilities;
Presents demonstrations of system;
Evaluates the hardware, software, training and development needs of GIS
users and prepares recommendations;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of GIS system hardware and software; thorough
knowledge of the principles and techniques of systems analysis and
design, programming and documentation; general knowledge in the
operation of graphic/mapping work stations and peripheral devices;
general knowledge of UNIX operating systems; ability to resolve minor
hardware and software problems; ability to prepare and conduct training
courses on computer and mapping technology and techniques; ability to
communicate effectively both orally and in writing; ability to
establish and maintain effective working relationships with user
personnel; ability to follow complex oral and written instructions;
ability to prepare technical reports and manuals.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation
from an accredited college or university with major course work in
geography, planning, computer science, or a related GIS field and at
least three years experience with geographic information systems,
computer assisted mapping and/or application development.
