PURPOSE: To conduct a public hearing on the proposed submission of
local legislation for consideration by the North Carolina General
Assembly during the 1994 Short Session.
BACKGROUND: The Board of Commissioners scheduled this public hearing
to receive comments from the public about proposed legislation that
will be submitted in 1994 for consideration by the North Carolina
General Assembly. The Commissioners are proposing three pieces of
local legislation:
1) A bill that would enable the County to acquire and make available
property for use by a school district, and thus acquire or construct
school facilities through installment purchase arrangements.
2) Addition of Orange County to a list of jurisdictions authorized by
existing State legislation to sell products from the County' s
computerized Geographic Information System (GIS) to the public at
reasonable cost - with the stipulation that purchasers of such data may
not resell the data or use it for trade or commercial purposes.
3) A bill that would make it unnecessary for the Board of Commissioners
to approve pyrotechnic displays sanctioned by the University of North
Carolina that are conducted on University property.
The public hearing is intended to provide the Orange County legislative
delegation to the North Carolina General Assembly with an indication of
the degree of support or opposition there may be to any particular
piece of legislation. The County will report to Orange County
legislators concerning the results of the public hearing in
conjunction with submission of the proposed legislation.
RECOMMENDATION: The Manager recommends that the Board conduct the
public hearing.
