PURPOSE: Tc apply for $9, 198 in special state funds to promote rural
public transportation and enter into an agreement with the
N.C. Department of Transportation for FY93-94 .
BACKGROUND: Orange County Commissioners approved on January 22, 1991
an updated Transportation Development Plan (TDP) and is
recognized as a Section 18 rural public system. Orange
County is eligible for special state funds to subsidize
existing C.A.T. routes by paying for public riders.
Three senior citizens daily routes have been identified along
with the C.A.T. Shuttle as available to the general public.
The N.C. Department of Transportation will reimburse on a per
trip basis. The purpose of the rural public funds is to
encourage Section 18 Programs to expand service to public
ridership in addition to human service C.A.T. agencies.
The state funds would offset county funds that support the
transportation routes.
The Orange County Human Services Transportation Advisory
Board's public subcommittee met on Feb. 8 and approved
seeking funds for this effort.
RECOMMENDATION(S) :
Manager recommends approval and Chair to sign the Certified
Statement of Participation in the Rural General Public
Program.

CERTIFIED STATEMENT
Pursuant to Chapter 2B of G.S. 136 of the North Carolina General Statutes
which designates the Department of Transportation as the agency of the State
of North Carolina responsible for administering all federal and/or state
programs relating to public transportation, and grants the Department
authority to do all things required under applicable federal and/or state
legislation to administer properly the public transportation programs within
the State of North Carolina, this is to certify that the undersigned is the
duly elected, qualified and acting chairperson of the Board f _

1. That the funds received will be used to provide general public
transportation services.
2. That the funds will be used in a manner consistent with the local .
General Public Services Plan.
3. That the interest earned on these funds will be expended in
accordance with program guidelines.
4. That information regarding use of the funds will be provided at
such time and in such manner as the Department may require.
