PURPOSE:
To increase a permanent part-time Family Nurse Practitioner position by 5 hours per
week ( .125) to provide services for women who qualify for the Comprehensive Breast
and Cervical Cancer control Program in a new clinic which will operate one half day
each week in Hillsborough and Carrboro. The outcome will be to provide screening and
diagnostic services to 191 low-income women.
BACKGROUND:
The orange County Health Department Community Diagnosis for 1993-94 identified cancer
as one of the top leading causes of death in orange County and the disparity in
health indicators between European-Americans and African-American population groups
in Orange County among the highest priority problems. In order to address a portion
of this problem, the Health Department has received funding through the Consolidated
Contract with the Department of Environment, Health and Natural Resources (DEHNR) to
operate a Breast and Cervical Cancer Control clinic for women who qualify by income
and risk factors.
The Board of commissioners, on January 19, 1993, approved a time-limited increase of
an existing Family Nurse Practitioner (FNP) position by ten hours per week to staff
a new Breast and Cervical Cancer screening Clinic using additional grant funds from
DEHNR. Due to delays in arranging contracts for mammograms and colposcopy services,
the clinical portion of the project was not implemented before June 30, 1993.
Therefore, the time-limited increase in hours for the FNP position has expired.
The grant was refunded by DEHNR, incorporated into the Consolidated Contract and
approved by the Board of Commissioners on April 20, 1993. Therefore, funds to
operate the program are in the approved budget for the current year. The clinical
services are now underway with an objective of providing breast and cervical cancer
screening to 191 women using a sliding fee scale.
The state grant also provides for diagnostic follow-up for women with positive
screening results through contracts with local providers for mammography and
colposcopy services.
This program has been developed in consultation with the UNC-CH Cancer Treatment
Program and several private practices in the county.
RECOMMENDATIONS(S) The Manager recommends approval to extend the hours of the
existing permanent part-time FNP position by 5 hours per week.
