PURPOSE: To consider allowing the State Highway Patrol to use space in a County Building.
BACKGROUND: In November, 1992 the building in which the Highway Patrol offices are located in
Orange County was damaged beyond use by a tornado. The offices were relocated temporarily to
space in the DOT facility on South Churton Street, however,the use of that space by the Highway
Patrol is no longer viable and they are therefore seeking an alternative location.
The Highway Patrol presently conducts breathalyzer tests in an area.located In the oldest portion of
the Jail (south end). They are requesting to temporarily use the two rooms adjacent to this area as
an office for the eleven officers assigned to Orange County. You may recall that this area was
vacated when the Magistrate was relocated in offices adjacent to the lobby area of the Jail. Since
that time, one of the rooms has been used for grocery storage for the Jail, however, Capt. Dickey
has indicated that he believes the supplies could be relocated to another area; the other room in
question is not presently being used. The Sheriff has agreed to use of the area by the Highway
Patrol.
If the use is allowed, It is recommended that the following terms apply:
♦ The State will pay to the County a sum of$200 per month to cover costs of utilities,
cleaning services, maintenance, etc.;
♦ The County will provide cleaning services to the extent of emptying trash and cleaning
restrooms in the area;
♦ The space would be available for use by the Highway Patrol through June 30, 1995.
If their office reconstruction has yet to be completed at that time, a proposed time extension would
be presented to the Board for their consideration.
RECOMMENDATION: The Manager recommends that the Board approve the use of the designated
area for use by the Highway Patrol pursuant to the terms listed above; and to direct the Director of
Purchasing and Central Services to articulate the terms of the approval in a letter to the Highway
Patrol.
