PURPOSE
To approve proposed budget ordinance amendment and capital project ordinance.
BACKGROUND
(1) On March 1, 1994, the Board of County Commissioners approved a $15,000 funding request for Orange
County Community Housing Corporation (OCHC). This appropriation, from the Commissioners' contingency
account, will allow OCHC to continue its Home Buyer Education Program through the end of fiscal year 1993-
94.
(2) The Orange County Library has recently received two unanticipated donations. A $4,000 donation from the
Friends of the Orange County Public Library will be used to purchase reference books. The "Friends" have
specifically asked that $3,200 of this contribution be used to update and expand the science and history sections
of the adult reference collection, and the remainder be used to help rebuild the children's reference collection.
Additional donations, totaling $476, have been received in memory of Mrs. Aileen Ray. Mrs. Ray, a former
Hyconeechee Regional Board member, was a library volunteer who was especially fond of the "North Carolina
Room." These funds will be used to purchase books for this section of the library. This budget amendment will
accept these additional funds and allow the purchase of these books.
(3) The Chapel Hill/Carrboro City Schools plan as part of Phase II of the Chapel Hill High School project to
construct a transportation center. This center includes office and meeting space, a two-bay garage, and parking
for 65 school buses and for employees. The present parking area at the high school will be redesigned and
repaired to provide additional employee and visitor parking.
Currently the Board of Commissioners has approved, in a capital project ordinance, Phase II of the Chapel Hill
High School project. There is no project ordinance for the transportation center, since this project is included in
the future years of the Capital Improvements Plan. The Chapel HIII/Carrboro Board of Education has
accelerated the schedule for the transportation center and has consolidated this project into Phase II of the High
School. The Board of Education requests that the Board of County Commissioners adopt the attached capital
project ordinance, which changes the title of the approved capital project ordinance and expands the scope of
the Chapel Hill High School (Phase II) project to include the transportation center.
RECOMMENDATION
The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance
amendment and capital project ordinances.

Chapel Hill High School (Phase II)/Transportation
Center Project
Chapel Hill/Carrboro City Schools
Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is
hereby adopted.
Section 1. The project authorized is for the second phase of construction of classrooms and support
areas at Chapel Hill High School. A transportation center will also be constructed with funds
allocated in this project. This project will be financed with proceeds from the Schools'portion of the
one—half cent sales taxes and Public School Building Funds.
Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained
herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from School Capital Reserve Fund $425,146
Transfer from Middle School Project 40,000
Transfer from General Fund 243,810
Public School Building Funds 381,190
Total Revenue $1,090,146
Section 4. The following amount is appropriated for this project:
Chapel Hill High School (Phase II) $1,090,146
Section 5. This ordinance supersedes all previous Chapel Hill High(Phase II)Capital Project Ordinances.
Section 6. This ordinance,originally adopted June 26, 1990, shall be in effect until June 30,1994.
