PURPOSE: To consider a request from the Orange County Community
Housing Corporation for additional funding.
BACKGROUND: Fiscal Year 1993-94 the Orange County Community Housing
Corporation received from the County a $35,000 funding
allocation. Oramge County Community Housing Corporation
would like to report on their progress, activities and
request additional funding for Fiscal Year 1993-94. A
representative from OCCHC will present the request.
RECOMMENDATION(S) : As the Board decides.

Dear Mr. Carey:
Orange Community Housing Corporation began operations in January, 1991, with FY
90-91 grants from Orange County, Chapel Hill, Carrboro, and Z. Smith Reynolds
Foundation. In the three years of operation, we have learned a lot about the housing
situation in Orange County and we have worked on several projects. In 1993, OCHC
has two major projects funded and awaiting construction, Dobbins Hill and Magnolia
Place, as well as several smaller projects throughout the county.
In January or February, OCHC would like the opportunity to report to the County
Commissioners our progress and plans for increasing the supply of decent affordable
housing. At that time, we would also request an additional operating contribution of
$15,000, to supplement the County's original allocation of $35,000.
The additional contribution is needed to assure a balanced budget for the corporation
this year. In our first year of operations, FY 90-91, we received $100,000 from various
funding sources and only expended about $50,000, since the Executive Director was
not hired until January, 1991. Because of the $50,000 surplus in FY 90-91, we were
able to request the same operating contribution, $35,000, from Orange County and
Chapel Hill in FY 91-92 and FY 92-93. During those two years, our annual budget
increased to approximately $140,000 to accommodate the Homebuyer Education
Program, in addition to the regular operating budget to support the Executive Director
and pre-development activities.
In FY 93-94, knowing our workload for Magnolia Place and Dobbins Hill would be
substantial, OCHC requested a $70,000 allocation from Orange County and Chapel
Hill, double our previous allocation. The carryover of funds from the first year of
operations was down to $20,000, and we wanted to add a part-time construction
manager and a part-time office assistant to the staff. Because local government
budgets were constrained this year, we received $50,000 from Chapel Hill and $35,000
from Orange County. We never got the opportunity to talk with you or the
Administration further about our allocation.

We want to return to the Commissioners to request an additional $15,000 to match
Chapel Hill's contribution and allow OCHC to continue its successful Homebuyer
Education Program through the end of FY 93-94. Right now, our projected income is
approximately $116,500, and our estimated budget is approximately $136,000. With
$15,000 from the County, along with funds anticipated from the Dobbins Hill project,
we can meet our annual budget without layoffs or service breaks.
We will soon submit our FY 94-95 budget request, and that budget will show
substantial income from sale of homes in Magnolia Place and from Dobbins Hill
Apartments. In future years, we hope that increasing amounts of the County's
continuing contributions to OCHC can be put toward project development rather than
corporate operations.
If you would consider our presentation and request, we will contact the Administration
to get a place on the next available agenda. We appreciate the Commissioners'
continuing support of affordable housing activities throughout the county and of
OCHC as a catalyst for the development of new housing opportunities.
