PURPOSE: To adopt a resolution authorizing the execution of an
Annual Contributions Contract and Form 50071, Certification for Contracts,
Loans and Cooperative Agreements for the Section 8 Housing Voucher
Program.
BACKGROUND: The County's Housing and Community Development Department
presently administers the Section 8 Existing Voucher Program for 101
families in Orange County. Authority to administer this program is
provided through an agreement with HUD known as an Annual Contributions
Contract (ACC) covering four different project allocations received by the
County since program inception. The ACC also provides funding for the
provision of housing assistance payments for eligible participants
according to HUD regulations.
One of our present projects consisting of 16 units expires on March 31,
1994. HUD has reserved contract authority in the amount of $103,538 to
renew funding for these units until March 31, 1998. In order to accept
this extended term, it is necessary to execute another ACC with HUD as
well as HUD Form 50071 - Certification for Contracts, Grants, Loans and
Cooperative Agreements.
Summarily, the Orange County Housing and Community Development Department
administers the Section 8 Existing Certificate Program for 403 families;
the Existing Voucher Program for 101 families and the Section 8 Moderate
Rehabilitation Program for approximately 97 families. Thus, approximately
601 families in Orange County may receive rent subsidies from this
program.
RECOMMENDATION(S) :
The Manager recommends:
Adoption of the resolution authorizing the execution of an Annual
Contributions Contract and Form 50071, Certification for Contracts, Loans
and Cooperative Agreements for the Section 8 Housing Voucher Program.

RESOLUTION AUTHORIZING EXECUTION OF AN ANNUAL CONTRIBUTIONS
CONTRACT
Whereas the Orange County Housing Authority (herein
called the "PHA" ) proposes to enter into an Annual
Contributions Contract (herein called the "Contract" ) with
the United States of America, Department of Housing and Urban
Development (herein called the "Government" ) .
NOW, THEREFORE, BE IT RESOLVED BY THE PHA AS FOLLOWS:
Section 1. The Contracts, numbered Contract No. 2903-V is
hereby approved and accepted both as to form and substance
and the Chair of the Orange County Board of Commissioners is
hereby authorized and directed to execute said Contract in
triplicate on behalf of the PHA, and the Clerk to the Board
of Commissioners is hereby authorized and directed to impress
and attest the official seal of the PHA on each such
counterpart and to forward said executed counterparts to the
Government together with such other documents evidencing the
approval and authorizing the execution thereof as may be
required by the Government.
Section 2. The County Manager is hereby authorized to file
with the Government from time to time, as monies are
required, requisitions together with the necessary supporting
document, for payment under the Contracts.
Section 3. This Resolution shall take effect immediately.
