BACKGROUND: (1) On February 15, 1994, the Board of County Commissioners approved a $10,000 funding request for the Orange County Community in Schools (CIS) program. CIS is a non-profit, non-partisan, community based organization charged with addressing the multiple needs of youth at the highest risk of educational, social, and economical failure. It will bring existing public and private resources and people into the schools where they most benefit students. This budget amendment appropriates $10,000 from the Commissioners' contingency account to cover start-up program expenses from April to June 1994. The allocation provides funds for salaries and benefits of a Program Coordinator ($9,000) and office rental and other operating expenses ($1,000) for this three-month period. (2) The Chapel Hill-Carrboro City Schools is beginning the planning process for construction of a new elementary school in that district to open in 1996-97. Last Spring, the Board of Commissioners established an elementary school capital reserve account, while the financing plan for construction of this new school was determined. Last Fall, the Commissioners agreed to pursue financing additional elementary school space through an installment purchase plan, such as Certificates of Participation. The annual installment payments are to be paid from sales tax proceeds and impact fee. revenue. To begin the planning and design work for this school the Chapel Hill Board of Education is requesting that the Board of Commissioners transfer the funds from the reserve account into an active capital project account. The attached capital project ordinances transfer$81,859 into a capital project "New Chapel Hill-Carrboro Elementary School." RECOMMENDATION: The Manager recommends that the Board of County Commissioners adopt the proposed budget ordinance amendment and capital project ordinances. Orange County 2 Proposed 1993—94 Budget Amendments The 1993-94 Orange County Budget Ordinance,is amended as follows: Before After Amendment Amendment Amendment 1. General Fund Source: Miscellaneous Expenditures $425,389 ($10,000) $415,389 Appropriation: Contributions to Outside Agencies $1,933,897 $10,000 $1,943,897 To appropriate funds to the Orange County Community in Schools (CIS)program. 2. See attached"Reserve for New Elementary School" and"New Chapel Hill—Carrboro Elementary School"captital project ordinances. Budget Amendment#8 3 Reserve for New Elementary School Chapel Hill—Carrboro City Schools Capital Project Ordinance Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted. Section 1. The project authorized establishes a reserve fund to address future elementary school space within the Chapel Hill Carrboro City Schools System. The project will be financed with proceeds from the Schools portion of the one half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from General Fund $81,859 Section 4. The following amount is appropriated for this project: Reserve for New Elementary School $81,859 Section 5. The project authorized has been consolidated into the"New Chapel Hill—Carrboro Elementary School Capital Project Ordinance." Section 6. The following amendment is anticipated to complete this project: Transfer to New Chapel Hill—Carrboro Elementary School Project $81,859 Reserve for New Elementary School ($81,859) Section 7. This ordinance supersedes all previous "Reserve for New Elementary School' Capital Project Ordinances. Section 8. This ordinance, originally adopted June 30, 1993,shall be in effect until June 30, 1994. Section 9. The officers of the County are hereby authorized to close this project at the expiration date contained in Section 8.
