PURPOSE: To approve a proclamation in recognition of National County Government Week
(NCGW) in Orange County.
BACKGROUND: Since 1991, the BOCC has adopted a proclamation and endorsed local
programs and activities that recognize NCGW. NCGW is sponsored by the National Association
of Counties (NACo) and held each year during the month of April. In 2008, NCGW takes place
April 6-12.
The attached proclamation has been prepared for BOCC consideration.
The following special events and activities that highlight County government and County
partnerships in action are planned to occur throughout the week.
Tuesday, April 8
Scenic By-way Sign Dedication (Orange County and NCDOT) -11:30 a.m.
Wednesday, April 9
The State of the Local Economy Luncheon _ Carolina Club -12:00 p.m.
Student Government Leaders and their advisors from both School
Districts have been invited to attend as guests of the County
Newspaper Advertisement Saluting County Employees -The Chapel Hill Herald
Thursday, April 10
Public Reception and Guided Tour -The Gateway Center - 2:00-5:00 p.m.

Saturday, April 12
Special Event -Orange County Farmers Market at the Public Market Place -Time TBD
FINANCIAL IMPACT: There is no financial impact associated with the • adoption of the
proclamation for local recognition.
RECOMMENDATION(S): The Manager recommends that the Board approve the proclamation
and authorize the Chair to sign.

PROCLAMATION
WHEREAS, the nation's 3,066 counties provide a variety of essential public services to
communities serving 300 million Americans; and
WHEREAS, in appearance and characteristics, these counties differ as widely as the
nation of which they area a part; and
WHEREAS, the role of county governments has become increasingly complex and
sophisticated as the demands placed upon them continue to grow; and
WHEREAS, the National Association of Counties is the only national organization that
represents county governments in the United States -raising awareness and
understanding of county contributions, advancing with a unified voice county issues
before the federal government, assisting through research and education in finding and
sharing innovative solutions to county concerns, and providing value-added information
and technical services to help counties save taxpayers' money; and
WHEREAS, the National Association of Counties first celebrated National County
Government Weelc in 1991 to raise public awareness and understanding of how counties
strive to meet the needs of growing and diverse communities; and
WHEREAS, Orange County government invites and encourages all residents to become
active and stay involved in working vigorously towards solutions for the public good;
NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of
Commissioners do hereby proclaim April 6-12, 2008 as National County Government
Week in Orange County, North Carolina.
