BACKGROUND: The Orange County Staff presented a proposal to the Orange County Solid Waste Committee at their meeting in October 1993 for development of a Solid Waste Convenience Center on Saddle Club Road in Cheeks Township. The proposal called for relocating the existing site on High Rock Road to Saddle Club Road within one mile of the existing site. Investigation into conversion of the High Rock Road greenbox site to a Solid Waste Convenience Center revealed that the existing site was surrounded by homes, would require that all buffers be removed, would not allow for future growth and would require that the existing site be closed for an extended period to allow for construction. In discussions the property owner indicated that he had property on Saddle Club Road that he felt would be suitable for a Solid Waste Convenience Center and have less impact on the neighbors. The property owner has agreed to lease eight (8) acres for a period of 25 years for $200.00 per month, with an escalation clause related to the consumer price index) built in. The OCSWC endorsed the proposal and Staff proceeded by presenting it to the Board of County Commissioners. The County Staff presented and received approval on November 16, 1993 for a conceptual plan to enter into a long-term lease with the property owner for development of a Solid Waste Convenience Center on the property located on Saddle Club Road. 2 Since receiving approval from the Board of County Commissioners, the Staff has performed the following: - Performed site suitability analysis - Orange County Engineer, Orange County Planner, Orange County Soil Scientist and Orange County Public Works Director visited site and determined that site is suitable for a Solid Waste Convenience Center. - Land Surveyor conducted survey including topographic elevation. - County Engineer began development of a conceptual site plan. - Purchasing Agent began developing proposed lease. The next step in the process which will require expenditure of funds will include: - Development approval and execution of an acceptable lease agreement. - Development of site plan. - Seek approval of the subdivision through the Orange County Planning Department process. - Develop and seek approval for an erosion control plan for development of the site through the State. - Development of construction documents. - Follow purchasing procedure for securing necessary bid proposals and contracts for construction of the Solid Waste Convenience Centers. - Construction of the site and placement of equipment. RECOMMENDATION: The Manager recommends that the Board provide direction to the Staff on development of the proposed Saddle Club Road Solid Waste Convenience Center. BACKGROUND: On October 1, 1993, the County undertook a transition between the old system of unattended greenbox sites and a new system of staffed, consolidated solid waste convenience centers. Six of the previous nineteen greenbox sites were retained as interim staffed sites, which do not provide all the services that will be provided at the solid waste convenience centers, once they are established. One of the six sites is located on High Rock Road, just south of the Cheeks- Cedar Grove Township line. The County leases this site of just under 2 acres from Mr. Carl Walters for $100 per month. For several months, the County staff has been exploring the possibility of entering into a long-term lease for the High Rock Road site under which the County would develop it as the first complete solid waste convenience center. During discussions with Mr. Walters, he indicated that he would also be willing to lease another site on Saddle Club Road to the County for this purpose. This would be an 8 acre site, within one mile of the existing High Rock Road site, also just south of the Cheeks-Cedar Grove line. The site would be larger than the standard planning figure of 2 acres in order to comply with watershed restrictions on impervious surface, assuming that the high density option for the Back Creek Watershed is approved as recommended. Mr. Walters has indicated his willingness to lease the site for a period of 25 years, for $200 per month, with an escalation clause (related in some way to the consumer price index) built in. The County would be responsible for all costs of developing and operating the site. Advantages to this site include that there are no residents in the immediate vicinity who might be disturbed by activity at the site; the land is flat and treeless, and comparatively easy to develop; and the County could keep the interim High Rock Road site open while it constructs a permanent site on Saddle Club Road. f 4 The biggest disadvantage to this site is that it is not in an ideal geographic location, as it is within one mile of the Alamance County line. However, given the extreme difficulty experienced by the County in trying to establish the first solid waste convenience center during the last three years, the County staff recommend that the Saddle Club Road site be pursued. If the Board gives its conceptual approval to this plan, staff would continue the. development process of the Saddle Club Road site. Assuming that plans would be approved through the County' s subdivision process and the State' s erosion control process, the Purchasing and Central Services Director would prepare a lease with Mr. Walters under the terms outlined above, subject to final review by the County Attorney and the Chair' s signature.
