BACKGROUND: 1) Orange/Chatham County Regional Planning Collaboration Report The planners from the partner jurisdictions and agencies have met on several occasions over the last few months separately from the joint meeting with elected officials. Participants have shared topics of joint interest, as well as mechanisms to continue to bolster regional joint planning. The attachment provided outlines who could be involved and how the jurisdictions and their staffs could continue to augment joint planning in the region regarding a variety of important issues. Orange County Planning Director Craig Benedict can discuss the content of the attached outline. Attachment 1 - a -Orange/Chatham County Regional Planning Collaboration Report Outline Attachment 7 - b -Regional Value-Added Shared-Use Food and Agricultural Processing Center Summary 2) Potential Joint Use of the Jordan Lake Water Supply OWASA Board Chair Randy Kabrick has provided the attached letter and associated information regarding OWASA's intent to update its long-term Water Supply Plan with an evaluation of the estimated costs, benefits, and other considerations concerning the possible joint use of Jordan Lake. Information on this subject was originally presented and discussed at the September 20, 2007 Assembly of Governments meeting. On February 28, 2008, the OWASA Board unanimously supported the OWASA staff's participation with the City of Durham, Chatham County, and Orange County in evaluating the potential joint use of Jordan Lake water. OWASA representatives will be at the Assembly of Governments meeting to discuss this item in more detail. Attachment 2 - 3/20/08 Letter from OWASA Board Chair -Potential Use of the Jordan Lake Water Supply -Information for the March 31, 2008 Orange County Assembly of Governments Meeting 3) Buckhorn Village. In December of 2007 the applicant, Buckhorn Road Associates LLC, submitted applications requesting the development of a large-scale 1.14 million square foot commercial mixed use site along Buckhorn Road and I-85/I-40. The applicant proposes developing this project as a Planned Development creating a master plan for the 130+ acres. No Attachments 4) Greene Tract Update Staff will provide an update on the disposition of the Greene Tract and discuss matters related to implementing a concept plan and consequently reimbursing the Solid Waste Enterprise Fund. The work of the Rogers Road Small Area Plan Task Force in the Chapel Hill planning and land use jurisdiction has prompted increased attention to the disposition of the Greene Tract. Several meetings of elected representatives and staff from Orange County, Chapel Hill, and Carrboro have been held since the fall in preparation for moving forward with proposed conservation easements and a repayment schedule targeted for next fiscal year. A recent opinion from the County Attorney raises the need for the three jurisdictions to discuss their mutual needs and expectations for the jointly held and County-held acreage, and the financial ramifications, in respect to the language and intent of the Inter Local Agreement. The Boards are asked to provide guidance and feedback to County and Town management on possible conservation easements and reimbursement shares for the Greene Tract relative to the Inter Local Agreement. Attachment 4 - 3/24/08 Memorandum to County Manager- Greene Tract Update 5) Update on the 2035 Long Range Transportation Plan (LRTP) The Transportation Advisory Committee (TAC) of Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (MPO), at ,its meeting on March 12, received a presentation of the Deficiency Analysis and Needs Assessment (DANA) for the update of the 2035 Regional Long Range Transportation Plan. Several Orange County TAC members requested that the presentation be given to the Assembly of Governments, with respect to implications regarding land use planning. The purpose of the DANA is to identify future transportation deficiencies and needs. The Triangle Regional Model (TRM) identifies deficiencies by loading the 2035 population and employment forecast onto the current network of highways, transit services and other transportation facilities. After identifying deficiencies, the MPO will evaluate several transportation Alternatives (i.e., a set of highway, transit and other transportation projects) over the next few months to address those deficiencies. At that time, the next step will be to select Preferred Alternatives for the 2035 Long Range Transportation Plan (LRTP) and Comprehensive Transportation Plan (CTP). A summary of the DANA report is attached. The summary includes the most important maps, tables and trends. The full report is available on the DCHC MPO Web site - www.dchcmpo.org. Attachment 5 - 2035 Long Range Transportation Plan (LRTP) Deficiency Analysis and Need Assessment - TAC Meeting March 12, 2008 6) Written Updates (No Staff Presentations) a. County Comprehensive Plan The County, with assistance from Clarion Associates, is preparing a complete update to its Comprehensive Plan. The Plan is being developed in two phases. Phase I was completed in September 2007 and included the development of goals and a County Profile (Data) Element. Phase II will include objectives and supporting text for the remaining seven (7) Elements of the Plan. Public input meetings will be conducted in April and a public hearing on the draft Plan is scheduled for May 19, 2008. The first draft of the Comprehensive Plan is presently available on the County's Comprehensive Plan Update Website (Address and. additional information is provided in the attached brochure). The Public Hearing draft will be posted on the website on or near May 7th. Courtesy review comments are welcome and may be forwarded to Tom Altieri, Comprehensive Planning Supervisor at: taltieri(a~co.orange.nc.us. Attachment 6 - a -Comprehensive Plan Update Brochure b. Solid Waste Transfer Station Siting Process The transfer station site search process is currently underway .with the Board of County Commissioners (BOCC) performing the role of the search committee (acting as the committee of the whole). Olver, Inc. of Charlotte has been retained to administer the siting process and to conduct the site screening, comparative site evaluation, environmental reviews and generally act as the site search process engineering technical consultant reporting directly to the BOCC. Attached is a copy of the agenda of the most recent transfer station siting work session to represent the status of the process, including the most recent meeting timeline and flow schematic. At this latest meeting, the BOCC authorized two Public Information Sessions to take place on April 3 in Hillsborough and April 10 in Chapel Hill (see exhibit 4 of attached agenda packet). As a means of public input, the Public Information Sessions are in addition to the public input opportunities provided at each BOCC transfer station siting meeting and are a less formal venue for information exchange and interaction between interested residents and the consultant. Olver, Inc. has established a transfer station site search web site at www.olver.com/orangecounty/ that contains all information relative to the site search process, including all agenda items, handouts, presentation slides, meeting summaries, etc. Attachment 6 - b -March 78, 2008 BOCC Transfer Station Siting Work Session Agenda Packet c. Land Trust Affordable Housing Maintenance Task Force Land Trust Affordable Housing Maintenance Task Force Chair Mary Bratsch has provided the attached memorandum detailing a status report of the progress made by the Land Trust Affordable Housing Maintenance Task Force created by the Assembly in September 2007. Attachment 6 - c - 3/25/08 Memorandum -Status Report on Land Trust Affordable Housing Maintenance Task Force d. County Capital Projects Information is provided on the attached document regarding the status of various County capital projects. Attachments 6 - d -County Capital Projects Update FINANCIAL IMPACT: There is no direct financial impact associated with discussion of these topics. There are no action items requiring formal Board decisions. RECOMMENDATION(S): The Manager recommends that the Boards discuss the topics listed and provide appropriate direction to the respective staffs.
