PURPOSE:
To approve proposed grant project ordinance.
BACKGROUND:
Orange County and the Orange County Partnership for Young Children is the recipient of one of the
initial twelve Smart Start grants awarded by the State. This total grant award of $1.2 million, is
designed to provide children in the County access to affordable, quality childhood education and
other services. Of this total, Orange County Department of Social Services has been awarded
$38,343 for fiscal year 1993-94 to pay for staff and administrative support necessary for the
expansion of the child care subsidy program. In addition, the Orange County Partnership for Young
Children (OCPYC) has awarded DSS $17,911 to improve and expand services for families receiving
child care subsidy through the Family Support Act. On January 18, 1994, the Board of County
Commissioners accepted these funds. The Board also approved the creation of 3.5 full time
equivalent positions for the Child Care Subsidy plan.
State funds will off-set the total cost of the program with no County funds allocated . This initiative is
funded by the General Assembly through fiscal year 1994-95. Continuation of this program and
associated positions is contingent upon the State's additional allocation of Smart Start funds.
RECOMMENDATION:
The Manager recommends that the Board of County Commissioners adopt the proposed grant
project ordinance.

Smart Start Program (Department of Social Services)
Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following grant project is
hereby adopted.
Section 1. The project authorized is the Smart Start Program as awarded to the Orange County
Department of Social Services by the State of North Carolina and the Orange County
Partnership for Young Children(OCPYC).
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,and the rules and regulations of the State of North Carolina.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental — Smart Start $56,254
Section 4. The following amount is appropriated for this project:
Human Services — Smart Start (DSS) $56,254
Section 5. The Finance Officer is hereby directed to maintain within the grant project fund sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the Finance Officer for
direction in carrying out this project.
Section 8. Positions authorized through this grant project include 3.5 full time equivalent positions.
Subsequent funding beyond June 30, 1995,is contingent upon the General Assembly's additional
allocation of Smart Start funds.
Section 9. This project period begins January 18, 1994,and is valid through June 30, 1994. Subsequent funding
is contingent upon the availability of funds sufficient to cover expenditures.
