County Capital Project Update
As of March 15, 2008
Progress continues on Orange County's aggressive capital construction program
in the following areas:
Central Orange Senior Center/ Adult Day Health Center and
Sportsplex Renovations
Project Summary:
• 10,000 square feet of new construction, plus 5,000 square foot renovation of
existing space within the Sportsplex for the Central Orange Senior Center; and
• 4,700 square feet of re-purposed space will be upfit within the Sportsplex for an
Adult Day Health Center; and
• 11,000 square foot renovation of the Sportsplex, including the construction of a
mezzanine area over the ice rink:
Status to date:
• Steel is currently being erected for senior center;
• Mezzanine .area is constructed and concrete deck has been completed;
• Project approximately 25% complete.
Estimated completion date:
• Scheduled completion late-fourth quarter 2008
County Campus
The County Campus project in downtown Hillsborough includes three facilities: the
Gateway Center, an office building and a library.
Gateway Center
Project Summary:
• 22,000 square feet on the top two floors of the Gateway Center;
• Occupied by the Register of Deeds, Tax Assessor/Land Records and the
Revenue office.
Status to date:
• Facility opened for full operation on March 19, 2008.
• Open House scheduled for April 10, 2008 from 2pm until 5pm.
Parking Deck
Project Summary:
An approximately 400 space parking deck has been constructed at the campus. The
parking deck will remain in the ownership of the developer, with the County receiving a
license to use approximately 200 spaces as designated in the various agreements
between the parties. The developer will also offer approximately 200 spaces for pay-by-
the-hour public parking. The spaces licensed to the County will also be available for
pay-by-the-hour parking when not in use by the County.
Estimated Completion Date:
• Construction of deck is completed.
• County departments in the Gateway Center may have access for parking
beginning April 1.
• Some parts of the deck will be used to stage for construction of the office building
and library. Therefore, public parking will be available at the discretion of the developer
at such time he deems appropriate.
Office Building
Project Summary:
• Approximately 46,000 square feet of office space;
• Functions scheduled for this building include: Information Technology, Planning
and Inspections, Capital Projects, Environmental Health, ERCD, Engineering and
Economic Development
Status to Date:
Programming on-going
Estimated Completion Date:
• First quarter 2009
Main Orange County Library
Project Summary:
• Approximately 23,000 square feet of library space;
• Will relocate Orange County Library currently located in Whiffed Building on
Tryon Street to this facility.
• Ground breaking for facility scheduled for April 17, 2008 at 1 pm
Status to Date:
• Programming on-going
Estimated Completion Date:
• Second quarter 2009

Southwest Orange Branch Library
A task force has presented recommendations regarding a branch library in the
southwestern portion of the County. Approximately $2.7 million has been included in
the 2008-2018 CIP to begin to implement the. recommendations as Commissioners
deem appropriate.
Justice Facilities, Farmers' Market and River Park
Project Summary:
• Approximately 40,000 square foot addition to the existing New Courthouse in
Hillsborough;
• Limited renovation of the existing building;
• Geothermal heating system
• Public Market House construction
• Passive recreation opportunities in River Park
Status to date:
Public Market House is complete. -First Market held March 1, 2008.
River Park trails are complete;
Justice Facilities expansion is approximately 40% complete.
Estimated completion date:
• Main construction to be completed early in 2009
• Renovation work in existing Courthouse completed by June 30, 2009.
Link Government Services Center
Summary of Project:
• Space to be re-purposed for office space for County Manager, County
Commissioners, Financial Services and Human Resources offices following the opening
of the Gateway Center.
• County Commissioner meeting chambers proposed for this location.
Status to date:
• Programming meetings have begun between the architect and departments, with
an anticipated three-month completion period.
Estimated Completion Date:
• Second quarter 2009
Emergency Services/ 911 Center
Project Summary:
• Property purchased by the County in the Meadowlands will be upfit for an 11,000
square foot 911 Center.
• All divisions of Emergency Services will relocate to this Center upon completion;
• Current facility on New Hope Church Road will be repurposed or sold.
Status to Date:
Approximately 23% complete.
Completion date:
• Target Early-summer 2008
Durham Technical Community College Satellite Campus Development
Project Summary:
• 40,000 square foot building for classroom space
• 20 acre tract in the Waterstone development
• Campus may be accessed via either Highway 86 or Old Highway $6
• First of five buildings master-planned for the campus
Status to date:
• Project completed
• Curriculum classes to begin Fall 2008
• Grand Opening: May 2, 2008; 3pm-6pm
Human Services Program Delivery Space
Project Summary:
• County explored various options to human services space needs for the next
several years.
• Board of Commissioners approved the following .plan:
o Contingent upon LGC approval, the County will execute a lease within the next
couple of months for 56,000 square feet of space in the Hillsborough Commons
Shopping Center for use by the Department of Social Services.
o The space may also include similar focus partners that may need space and can
provide financial support for their space.
o By February 2012, the County may exercise an option to purchase the entire
shopping center, which includes 108,000 square feet and 10 acres of property.
Assuming this to be the case, the site would become the human services
campus for central/northern Orange County and with the exception of the
Recreation Department, all County human services departments located at the
Whiffed Building would move to this site.
o In Chapel Hill, the County would proceed to add approximately 15,000 square
feet to the Southern Human Services Center to accommodate the space needs
for the Health Department, including the Dental Clinic, a service center for Social
Services, as well as expansion space for Housing and Community Development

and Child Support Enforcement. This construction would come on line as quickly
as can be accommodated by regulatory approvals and funding availability.
• Estimated completion of the upfit for DSS: end of calendar year 2008.
Whitted Building
As a result of the development of an alternative human services campus in the central
part of the County, the Whiffed Building may be reallocated for other non-County uses.
County staff will prepare options for the alternative uses, which the Board may consider
at a future date. Potential alternatives include, but are not limited to the following
activities or combination of activities:
• Administrative offices for the Recreation and Parks Department;
• Location for non-profit agencies to lease space at an affordable rate;
• Performing Arts Center;
• Heritage Center;
• Condominium/lofts for affordable housing;
• Arts School;
• Studio space for artists in the Hillsborough arts community;
• Office space for the Orange County Arts Commission, currently located at the
Court Street Annex;
• Administrative offices for other governmental bodies, including, but not limited to
the Orange County Board of Education and/or the Town of Hillsborough.
Potential Divestiture of Properties
County Commissioners have also discussed the possible divestiture of some properties
owned by the County which may be vacated as a result of the completion of the
Downtown Hillsborough campus and the Central Orange Human Services Campus in
Hillsborough. Smaller properties in Downtown Hillsborough that were acquired to meet
pressing space needs in the past are likely candidates. The properties would be
declared as surplus by the Board of Commissioners and sold in accordance with
surplus laws regulating the sale of public properties.
Park Construction Projects
• Fairview -Completed and submitted grant application on January 31 to NC Parks &
Recreation Trust Fund for funds to develop Fairview Park (authorized by BOCC on
December 3). Engineering consultant working on cost estimates and preliminary permit
issues. Prepared Site Plans and Cost Estimates for the PARTF grant application.
• West Ten Phase 11- Phase I has been completed. Official notice to proceed for
Phase 2 issued 1/29. Rough grading in progress on Phase 2, with approximately 20%
completion of project to date.
• Northern Park -Construction underway and on schedule. Project approximately 20%
complete.
• Future Northeast Park (Kirby) Property -Site analysis study underway.
Development of preliminary concept plan on-going.
