Passmore Justification TELEPHONE NUMBER- Hillsborough - 732-8181 Chapel Hill - 967-9251 Mebane - 227-2031 Durham - 688-7331 Extension 2000 ------------------------------------------------------------- PURPOSE: To approve the amendment of the Transportation Development Plan for FY93-94 which would add two new expansion vehicles for the coordinated use by the Smart Start Program and to include the Partnership for Young Children as a C.A.T. Participating Agency. BACKGROUND: Orange County Commissioners approved on January 2211 1991 an updated Transportation Development Plan (TDP) . The approved plan makes the County eligible for federal and state funding of vehicles and equipment requested in the document over a four year period. With the addition of the Orange County Partnership for Young Children's Smart Start Program for FY93-94, this program would be eligible for federal and state funds to purchase needed vehicles and equipment. The FY93-94 capital assistance amendment request would be for $ 57,716 which includes $ 40,401.20 federal, $ 8,657.40 state and $ 8,657.40 local matching funds. The funds will purchase two vehicles- a standard van, a 20 passenger van cutaway and mobile radios. The vehicles will be used to coordinate child care enrichment field trips. The Orange County Partnership would provide the necessary local match funds. The TDP amendment has been reviewed & approved by the Orange County Human Services Transportation Advisory Board on January 11, 1994. 2 RECOHMNDATION(8) : Manager recommends approval of the Transportation Development Plan for FY 93-94 which would add two new vehicles for Smart Start and include the Partnership for Young Children as a C.A.T. agency. FN:ABS94#8.Doc Y 3 ORANGE COUNTY COORDINATED AGENCY TRANSPORTATION (CAT) PROGRAM PROJECT AMENDMENT - FY 93-94 JUSTIFICATION STATEMENT This amendment would include the addition of the new Smart Start Program administered by the Orange County Partnership for Young Children, Inc. This agency is responsible for coordination and collaboration efforts of over fifty child care programs. The initial request is for one standard 14 passenger van and one 20 passenger standard van cutaway. Purpose- The vehicles will be available to be checked out by child care centers and homes serving children five years of age and under in Orange County. The vehicles will be used for enrichment field trips and transporting children to therapy appointments. Potentially the vehicles could be used by over one thousand children. Field trips and therapy transportation will take place between the hours of 7 :30 AM and 5:30 PM (there may be occasional exceptions) . Another use for the vehicles would be to transport parents to special events or parenting classes at their child care program or a sponsoring agency. These events may take place on evenings or weekends. Responsibility for Matching Funds and Operational Costs: The Orange County Partnership for Young Children, Inc. will provide the 15% local matching funds required to obtain the vehicles.
