BACKGROUND: At its December 21, 1993 meeting, the Board of Commissioners considered Economic Development District proposals for decision. Several concerns were expressed about the Design Manual, including the following: 1. The Table of Permitted Uses in Section 2.2 should be revised to eliminate water storage tanks, radio and TV towers, transmission lines, motor freight terminals, storage and distribution of petroleum products, and freestanding restaurants, service stations, and retail stores as permitted or special uses. The Table should also permit churches and clubs or lodges. 2. Section 3.5, Service and Storage, should be revised to address noise originating from rooftop air conditioning equipment, to refer to trash areas and dumpsters as solid waste containers and recycling bins, and to provide a sketch which not shows screening techniques for solid waste containers but recycling bins as well. 3. Section 3.2, Landscape Design, should be revised to require a 100-foot setback along Old N.C. 86, an arterial street,'in addition to reserving an additional 20-foot right-of-way dedication. The setback would apply to buildings, parking, loading, and storage areas. 4. Section 3.3, Circulation and Parking, should be revised to change all references to"should" to "must" or "shall". In addition to the changes to the Design Manual,the Board of Commissioners also felt that another public hearing should be held on the Manual and the Table of 3 2 Permitted Uses (included in the Manual). The Board set the public hearing for this meeting. Staff revised the Design Manual to reflect the Board's concerns. The Design Manual was the subject of discussion at a work session held on January 10, 1994. At that session,the Board identified additional concerns,including the following. 1. The Table of Permitted Uses in Section 2.2 should be revised further to identify specific types of manufacturing uses which would be allowed as permitted uses in each district. 2. Thresholds should be identified for"low water users" so that prospective users which exceeded those thresholds would be require approval by the Board as a Special Use. In addition, the location of existing water/sewer lines, the cost of extending service to the Economic Development Districts, and the capacity of treatment/distribution systems should be identified. Staff has revised the Design Manual to address the Board's concerns. RECOMMENDATION: Provided the Board decides to limit citizen comment to this meeting, the Administration recommends that this item be referred to the Planning Board for review and recommendation.The Planning Board will meet on January 24, 1994,and its recommendation can be presented to the Board of Commissioners at its meeting of February 7, 1994. Written comments from citizens may be received up to the time of the Planning Board meeting. Pursuant to the requirements of the General Statutes of North Carolina, Chapter 153A, Article 18, Sections, 323, 340,and 343; and Articles 20.5 and 20.6 of the Orange County Zoning Ordinance, notice is hereby given that a public hearing will be held in the Community Meeting Room of the OWASA Operations Center, 400 Jones Ferry Road, Carrboro, North Carolina, on Tuesday,January 18, 1994, at 7:30 p.m. for the purpose of giving all interested citizens an opportunity to speak for or against the following item: ECONOMIC DEVELOPMENT DISTRICTS DESIGN MANUAL On February 22, 1993, and May 24, 1993, public hearings were held regarding the establishment of Economic Development Districts at the following locations: 1. The northeast corner of the I-85/Buckhorn Road Interchange; 2. The I-40/01d N.C. Highway 86 Interchange; and 3. The I-851U.S. Highway 70 Interchange. The purpose of this public hearing is to receive citizen comment on proposed performance standards and design criteria which would apply to all new construction within the proposed Economic Development Districts. The standards and criteria are contained in a Design Manual and include the following: 1. Performance Standards a. Development Areas b. Table of Permitted Uses C. Land Use Intensity Ratios- Building, Landscape, and Site d. Environmental Factors - Noise, Vibration, Electromagnetic Interference, Hazardous Materials,and Solid Waste 2. Design Criteria a. Architectural Design b. Landscape Design C. Circulation & Parking - Parking Lot Design, Thoroughfare Planning, Transit Access, and Pedestrian&Bicycle Facilities d. Service& Storage e. Signs&Lighting All interested citizens are invited to attend this hearing and be heard. Public comment will be received during the public hearing. Following the close of the public hearing, only evidence received in writing by the date of the Planning Board meeting following the public hearing will be considered by the Board of Commissioners for decision.
