PURPOSE: To amend the Orange County Classification and Pay Plan to reflect a
reclassification of the Dentist position from a Grade 30 to a Grade 34.
BACKGROUND: Occasionally in local government, the duties, responsibilities and other factors
that potentially affect the accurate classification of a position evolve over time. Section 5.1 of
Article VI of the Orange County Personnel Ordinance provides that the Board of County
Commissioners adopts the position classification plan and approves any amendment to:
• Add or delete a class;
• Change the title of an existing class; or
• Revise the salary grade of an established class.
The County's process for addressing such situations is outlined in Article VI, Section 7 of the
Personnel Ordinance. Personnel staff, along with analytical support provided under a contract
with The Archer Group, reviewed the duties, responsibilities, and salary of the Dentist position
and compared them with the duties, responsibilities, and salary range of other counties' Dentist
positions.
EQUITY/RETENTION SALARY STUDY FINDINGS:
Research findings indicate that the classification grade of the Dentist position in Orange County
is well below the local market rate and below that of other counties in the region. An
equity/retention study was performed in accordance with Personnel Ordinance Article V Section
20.2. This section allows for equity adjustments and reclassifications based upon "Special
Circumstances" and "Retention Needs":
^ Labor market;
^ The position's duties are key to the accomplishment of essential County
operations/functions; and
^ The position's required knowledge, skills, and abilities are acknowledged and documented
as being difficult to recruit or having a critical labor market shortage according to market
salary data and recruitment data.

In order to truly align Orange County, within the local government market, as well as be
competitive with the local private sector, a classification grade change from a Grade 30 to a
Grade 34 is recommended. This action will place Orange County in the midpoint of the salary
ranges, lower than Cumberland, Guilford, and Durham counties but slightly higher than Wake
and Alamance counties.

The Human Resources Staff requested a review by The Archer Group, the County consultant
currently conducting. pay and classification study and they concur with the recommendation.
SITUATION:
The Health Department currently has a Dentist interested in employment with Orange County.
The County has not had afull-time Dentist since June 2006 and has made four offers since that
time to qualified candidates. Each candidate accepted a position elsewhere in the public sector
at a higher salary than Orange County was able to offer. The Dental Health Services Division of
the .Health Department has .been utilizing four to five different contract dentists each week to
provide services. Services were suspended for 12 days during this fiscal year because there was
no dentist available.
FINANCIAL IMPACT: Given the fact that the Dentist position has remained vacant this fiscal
year, sufficient funding to cover the cost of this reclassification for the remainder of this fiscal year
is available in the Health Department's current year budget. With regard to the upcoming 2008-
09 fiscal year, the department plans to include increased funding to cover the full year cost of the
reclassification should the Board approve the new salary and associated benefits.
RECOMMENDATION (S): The Manager recommends that the Board:
^ Amend the Classification and Pay Plan to reclassify the Dentist position from a Grade 30
to a Grade 34; and
Authorize offering a qualified applicant a salary between the midpoint and third quarter of
the new range.

JOB TITLE: Dentist
DEPARTMENT: Health, Orange County

JOB SUIVEVIARY: This position is responsible for providing clinical dental treatment to adults
and childrenrn the Orange County Health Department, Dental Health Services Division.
MAJOR DUTIES:
o Manages the daily clinical operations of the dental clinic.
o Provides routine dental care for adults and comprehensive services for children.
o Examines and determines dental needs of clients; prepares treatment plans; and provides
clinical procedures, including emergency dental care.
o Makes valid assessments of conditions and if warranted, makes referrals to specialists.
o Prescribes medications to treat patients.
o Manages children's behavior during dental procedures.
o Documents and co-signs all dental records to manage risk, provide continuity of care and
assure quality of care.
o Supervises the clinical performance of other dentists, dental hygienist and dental
assistants.
o Serves as a preceptor for UNC School of Dentistry students. Provides training and
supervision for dental residents and dental students in various fields from different
institutions.
o Serves as a consultant in public health dentistry to the dental clinic staff, Health Director
and other staff in the Orange County Health Department.
o Provides oral health presentations to communities, school and professional groups.
o Conducts oral screenings in childcare centers and homes, elementary and middle schools,
area industry and senior adult centers/homes.
o Evaluate and determine the dental health status of Orange County residents.
o Participates with dental societies, state dental public health staff and local
civic/community groups in planning and implementing community wide events to
promote dental and oral health.

o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of modern dentistry and recent developments in the field of dentistry.
o Ability to treat both adults and children as a general practice dentist.
o Ability to deal with combative children in a calm, effective manner.
o Ability to deal with culturally diverse populations in the provision of dental clinical
services.
o Ability to prepare and deliver lectures on dental health education to professional and
community groups.
o Ability to establish and maintain effective working relationships with patients,
representatives from the LTNC School of Dentistry, and representatives from
civic/community groups and school systems.
o Ability to clinically supervise both professional and paraprofessional employees.
SUPERVISORY CONTROLS: The Dental Health Program Director assigns work in terms of
division goals and objectives. Work is reviewed through conferences, reports, and observation
of division activities.
GUIDELII~TES: Guidelines include state and federal laws and regulations, program contracts;
county, department and division policies and procedures; and clinical protocols. These
guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied administrative, clinical dental and technical duties.
Contact with communicable diseases, staffing shortages and the need to treat patients who
consider dental care a low priority contribute to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to provide clinical dental treatment to
adults and children. Successful performance in this position helps prevent disease and promotes
and protects the public' s health and well-being.
PERSONAL CONTACTS: Contacts are typically with co-workers, other county employees,
medical providers, pharmacists, clinicians from other agencies, representatives from UNC
School of Dentistry, dental residents, dental students, state agency representatives and the
general public.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, provide
services, resolve problems and educate persons.
PHYSICAL DEMANDS: The work is typically performed while sitting, standing, walking,
bending, crouching or stooping. The employee occasionally lifts light and heavy objects, uses
equipment requiring a high degree of dexterity, and must distinguish between shades of color..
WORK ENVIRONMENT: The work is typically performed in a clinic. The employeers
exposed to noise, dust, dirt, and contagious or infectious diseases. The work requires the use of
protective devices such as masks or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has clinical
supervision over dental residents, dental hygienists, dental assistants and dental students.
MINIMUM QUALIFICATIONS:
o Knowledge and level of competency commonly associated with the completion of an
approved school of dentistry.
o Experience sufficient to thoroughly understand the diverse objectives and functions of
the subunits in the division department in order to direct and coordinate clinical work
within the division/department, usually interpreted to require one to two years of related
experience.
o Possession of or ability to readily obtain a valid driver' s license issued by the State of
North Carolina for the type of vehicle or equipment operated.
o ~ Possession of license to practice dentistry in North Carolina and/or become eligible for
licensure to practice dentistry in North Carolina within 6 months of employment.
o Possession of Drug Enforcement Administration (DEA) license.
o Possession of or ability to obtain CPR certification within 6 months of employment.
