BACKGROUND: In April 2008 theOrange County Board of Commissioners, Chapel Hill Town Council, Carrboro Board of Aldermen, and Hillsborough Board of Commissioners endorsed the Orange County 10-Year Plan to End Chronic Homelessness(Plan) andentered into a Memorandum of Understanding to fund and support the Plan’s implementation by the Orange County Partnership to End Homelessness(Partnership). The Partnership is a coalition of housing and service providers, local government and community members working together to prevent and end homelessness in Orange County. The Partnership’s Leadership Team provides an overarching visionto its workand six (6) subcommittees currently work to increase access to housing, employment and services: The100,000 Homes Taskforcecollaboratesto provide housing and services to people who have high barriers to permanent housing, many of whom are disabledand have been homeless for severalyears. Outreach Courtis the first and only special court in North Carolina that focuses on people experiencing homelessness. Participants are offered treatment plans as an alternative to jail for misdemeanor offenses. The Housing Workgroupapplies for federal homeless program funding, oversees agencies’ data collection and monitors program performance. 2 The Job Partnersprogram, administered by the Community Empowerment Fund, helps people become job-ready and find jobs. The Support Circlesprogram, administered by the Inter-Faith Council for Social Service, oversees teams of volunteers who provide emotional, practical and financial support for peopletransitioning from homelessness to permanent housing. Project Connectis a one-day, one-stop center that connects people experiencing orat risk of homelessness with a broad range of resourcesincluding housing, health, mental health and dental care, and employment, legal, social benefits and other services. The Partnership budget supports the Homeless Programs Coordinator (Coordinator) position, the cost of participating in the national homeless database and miscellaneous expenses. The Coordinatoris responsible for overseeingthe development and implementation of local strategies to end and prevent homelessness including: Building partnership and collaboration among homeless housing and service providers; Applications for federal funding (approx.$700,000 annually) and pursuing other funding sources; Promoting evidence-based practices; Determining unmet needs of those experiencing or at-risk of homelessnessand developing strategies to fill those needs; and Collecting homelessness data. The evolution of the Partnership reflects theprogress it has made over the past six (6) years as well aschanges in the national approach to ending homelessness. These changes aremirrored inthe updated MOU – specifically,from ending chronic homelessness in 10 years to ending all homelessness on an ongoing basis. The MOU also movessupervision of the Coordinator position tothe County Manager and elected officials on the Leadership Team(from the Housing, Human Rights andCommunity Development Department Director), thereby increasing the position’sindependence and responsiveness to input fromall four local governments. FINANCIAL IMPACT: The adoption of the updatedMOU will result in the continuation of funding from the County and Townsfor the Partnership budget.In accordance with the 2008 MOU and the proposed updatedMOU, the County and Towns will fund the Partnership’s budget on a pro-rata schedule based on censuspopulation data. The current and last fiscal year funding formulaand contributionsareas follows: Funding ShareFY 2013-2014FY 2014-2015 Orange County39%$39, 205$41,448 Chapel Hill41%$41, 215$43,573 Carrboro15%$15,079$15,942 Hillsborough5%$5,026$5,314 3 The adoption of the updatedMOU will also result in the retention of the Homeless Programs Coordinatorwho oversees applications for over $700,000 of annual United States Housing & Urban Development (HUD) funding for shelter and housing programs in Orange County. RECOMMENDATION(S): The Manager recommends that the Board adopt the updated Partnership to End Homelessness Memorandum of Understandingand authorize the Chair to sign the same. 4 Memorandum of Understanding betweenOrange Countyand the Towns of Chapel Hill, Carrboro, and Hillsborough: Orange County Partnership to End Homelessness Whereas, in April 2008, the Orange County Board of Commissioners, Chapel Hill Town Council, Carrboro Board of Aldermen, and Hillsborough Board of Commissioners endorsed the Orange County 10-Year Plan to End Chronic Homelessness and entered into amemorandum of understanding to fund and support the Plan’s implementation by the Orange County Partnership to End Homelessness, and Whereas, the Partnership has made significant progress in ending and preventing homelessness in Orange County over the past six years, and Whereas, reflecting a combination of national best practices, national funding models, and local experience, the Orange County 10-Year Plan to End Chronic Homelessness has evolved to become an ongoing program, the Orange County Plan to End Homelessness, and Whereas, the role of the Partnershipis to implement Orange County’s Plan to End Homelessness, and Whereas, the parties to this Memorandum understand the value of this work to each jurisdiction and accordingly intend to continue to fund and support it, and Whereas, theinitial 10-Year Plan created a body called the Executive Team, now called the Leadership Team,consisting of representatives appointed from each of the above governmental partners and a cross-section of community representation, charged with providing oversight and direction to the plan, and the parties to this Memorandum intend for the Leadership Team to continue to perform this role, and Whereas, the parties to this Memorandum intend to continue funding the Partnership’s Homeless Programs Coordinator, whose responsibilities have been outlined in a Job Description (Attachment A), and Whereas, the four elected appointees recommend the creation of an ExecutiveTeam, which shall consist of the four elected appointees, to ensure that the interests of all four funding jurisdictions are consistently represented; Theparties to this Memorandum hereby clarify the roles and responsibilities of each body as it relates to funding and oversight. A.The Executive Team will: 1.Provide ongoing supervision of the Coordinator through the County Managerby: 5 i.Conducting joint annual performancereviews of the Coordinator with the Manager, after gathering input from the Chair of the Leadership Team and others, as appropriate; ii.Approving an annual work plan for the Coordinator based on the goals of the Plan, subject to final approval by the Manager; iii.Meeting with and reviewing the work plan with the Coordinator and the Managerquarterly ; iv.Participating in interviews for the hiring of the Coordinator; v.Making recommendations to the Manager regarding performanceconcerns related to the Coordinator. 2.Operate its program on the same fiscal year as that operated by theTowns and County. 3.Not have supervisory authority over any Town or County staff who may be assigned to provide assistance to the Leadership Team or Executive Team. 4.Meet quarterly, with staff support, to review progress under the annual work plan. B.Towns and County will: 1.Provide office space and supplies for the use of the Coordinator. 2.Provide staff assistance as needed to support the Executive Team and Leadership Team subject to Town Manager and County Manager direction. 3.Provide an annual appointment from the elected governing bodies to the Leadership/ExecutiveTeam. 4.Assist with the annual implementation effortsof the Plan. 5.Continue to support the Partnership. 6.The amount of funding to be provided by each partner will be determined by utilizing a population-based formula based on the latest Census data. Based upon the 2010 Census data, the percentage contributions are as follows: Orange County 39% Town of Chapel Hill 41% Town of Carrboro 15% Town of Hillsborough 5% 7.Receive an annual report from the Coordinator. 2 6 8.Not be required or expected to continue funding the Coordinator position should the funding not be available through any one or more of the other partners. 9.Not require or suggest the Coordinator perform work on goals that are not in her/his work plan for the Partnership. C.The Plan is understood to be a living document that the Partnership will update over time to reflectitsaccomplishments and the evolution of policies, evidence- based practices,and funding. D.This Memorandum supersedes the 2008 Memorandum of Understanding that supported the Orange County 10-Year Plan to End Chronic Homelessness. It will remain in effect for two years from the date of its adoption by all Parties. The Memorandum may be renewed for up to five additional two-year terms.Any Party hereto may withdraw from the Memorandum by providing written notice to every other Party at least 12 months prior to the start of the fiscal year in which the Party wishes to withdraw. Work involves working closely with t Homelessness. EXAMPLES OF DUTIES: ESSENTIAL JOB FUNCTIONS Develops an overall approach for implementation of the Orange Co to End Chronic Homelessness. Identifies strategic priorities to be undertaken each year by co partners associated with each outcome of the plan. Completes an assessment of potential financial resources includi private resources for the ten-year plan. Develops a comprehensive understanding of Housing First; build t infrastructure to create units targeting the chronically homeles Facilitates the regular bimonthly meetings and the annual prepar tion and applying for other potential grants that would generate revenue for the plan. Provides staff support to the Partnership to End Homelessness Ex Work Group to include notice of meetings, agenda planning, and r minutes. Designs and executes an operational and capital budge necessary priorities. Creates the capacity and/or incentives for housing developers to housing for the targeted population. Works with natural partners to build an assertive street outreach component designed to engage the chronically homes and enroll them into services and h Increases participation in the Homeless Management Information S provide accurate and timely data about the homeless population and success of the ten- year plan. Coordinates communication among partners with the media and for 12 utilizing various forms including website, press releases, newsp etc. Conducts annual evaluation of the program; makes recommendations to the Partnership. Implements a public education campaign to increase understanding in the program throughout Orange County. Receives and/or reviews various records and reports such as HUD nding Availability, National Alliance to End Homelessness reports, cor Executive Team and Work Group, electronic mail from colleagues, media. Prepares and/or processes various records and reports such as anrategic work plan, PEH Executive Team meeting minutes, reports and prese electronic mail. Refers to Federal Notices fro applications/funding, Federal tech presentations, related websites, reports, newsletters, policy pavocacy papers, policy and procedure manuals, codes / laws / regulations, public texts, etc. Operates a vehicle and a variety of office equipment such as cop machine, desktop computer, printer, etc. Uses a variety of tools such as stapler, standard office tools, etc.; a variety of such as general office supplies, etc.; and a variety of computer Microsoft Word, Microsoft Publisher, Microsoft PowerPoint, Micro etc. Interacts and communicates with various groups and individuals such as D Partnership to End Homelessness Executive Team and Work Group, C Care, Project Homelessness Connect Steering Committee, United Wa Year Plan Coordinators, and the general public. ADDITIONAL JOB FUNCTIONS Attends departmental staff meetings. Performs general administrative/office duties as required, inclu correspondence, entering and retrieving computer data, copying a sending and receiving faxes, answering the telephone, establishin filing systems, etc. Performs other related work as required.
