Yates letter of Nov. 17, 1995 PURPOSE: To receive a status report on the implementation of the Regional Bicycle Plan and consider adoption of a resolution that the Regional Bicycle Plan be used as a guideline in the development of a Bicycle Component to the Transportation Element of the Orange County Comprehensive Plan. BACKGROUND: In December of 1993 the Transportation Advisory Committee (TAC) of the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO) approved the Regional Bicycle Plan (RBP) . The TAC then referred the plan to the local governments within the DCHC Urban Area for use as a bicycle planning guideline. On June 28, 1994 the Orange County Board of Commissioners received as information a report on the recommended implementation of the Regional Bicycle Plan and referred to the Planning Board the development of the following: a) a resolution for consideration by the BOCC concerning adoption of the RBP as a planning guideline for bicycle facilities in Orange County, b) a Bicycle Route Suitability Study, and c) a curriculum of bicycle awareness programs (to be developed jointly with the Board of Education) . Since that time the Planning Board has received three presentations on the Bicycle Suitability Study. The first described a Pilot Study performed to adjust the methodology as described in the Regional Bicycle Plan. Adjustments were considered necessary as the Suitability Rating Index methodology as described in the Regional Bicycle Plan is urban in nature and difficult to use in rural areas. Leon and Broward Counties in Florida have also modified the methodology for local conditions. The second presentation described the results of using the Modified Suitability Rating Index methodology. And also indicated that the NCDOT' s Office of Bicycle & Pedestrian Transportation had reviewed the preliminary draft of the study and requested that Orange County use a different methodology. The methodology recommended by NCDOT was developed by Dr. Alex Sorton and determines road compatibility for bicyclists on the basis of stress level. NCDOT also requested that an assessment of scenic qualities be included in the analysis of the bike routes. The third presentation reported the results of the Draft Bicycle Suitability Study using the Sorton methodology and includes a scenic qualities assessment. The analysis also included the planned bicycle routes for the Town of Hillsborough. This is the analysis that is presented tonight to the Board. The results of the analysis indicate that during the highest hour of vehicular traffic, most of bicycle routes in Orange County have a high interaction between bicyclists and vehicles causing high to very high levels of stress for the bicyclists. What this means is that during peak commuting times, only experienced bicyclists (not casual or youth bicyclists) should consider using the existing bicycle routes in Orange County. The Regional Bicycle Plan stresses bicycle education and awareness. This is intended to prevent injuries to bicyclists by educating bicyclists and motorists. The Basics of Bicycling Program is intended for elementary school children to begin an individual' s bicycle awareness. The Department of Planning is working with the Orange County Board of Education and NCDOT to get this program initiated.. The Chapel Hill-Carrboro Elementary Schools already have this program in place. RECOMMNDATION: The Administration recommends that the Board: a) adopt the attached resolution, b) receive as information the results of the Draft Orange County Bicycle Suitability Study, and c) receive as information the Basics of Bicycling Project Mini-Contract Applicant Information form and response from NCDOT Office of Bicycle & Pedestrian Transportation. 3 A RESOLUTION DIRECTING THAT THE DURHAM-CHAPEL HILL-CARRBORO URBAN AREA REGIONAL BICYCLE PLAN BE USED AS A GUIDELINE IN THE DEVELOPMENT OF A BICYCLE COMPONENT TO THE TRANSPORTATION ELEMENT OF THE ORANGE COUNTY COMPREHENSIVE PLAN WHEREAS, the Durham-Chapel Hill-Carrboro Urban Area Transportation Advisory Committee has adopted the Regional Bicycle Plan; and WHEREAS, the Transportation Advisory Committee has referred the Regional Bicycle Plan to the local governments for implementation; and WHEREAS, The Orange County Department of Planning has reviewed the Regional Bicycle Plan and recommends the incorporation of the rural portions of the Plan into the Orange County Comprehensive Plan as a Bicycle Component to the Transportation Element, and WHEREAS, The Orange County Department of Planning will use the Bicycle Component to the Transportation Element of the Orange County Comprehensive Plan to implement the recommendations of the DCHC Regional Bicycle Plan, NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the Durham-Chapel Hill-Carrboro Urban Area Regional Bicycle Plan, as adopted by the Transportation Advisory Committee, be used as a guideline in the development of a Bicycle Component to the Transportation Element of the Orange County Comprehensive Plan. The purpose of any bicycle suitability study is to estimate the amount of interaction between vehicular and bicycle traffic along bicycle routes. By determining which bicycle routes are bicycle compatible and those which are not, the Bicycle Route Suitability Study will assist Orange County to plan for the provision of comprehensive bicycling facilities within the County and also to recommend amendments to the DCHC Regional Bicycle Plan. A Pilot Project for this study (see Appendix A for an explanation of the SRI method and the results)used the Suitability Rating Index(SRI) methodology as described in the 1993 DCHC Bicycle Plan for the analysis of bicycle routes in Orange County. This method was not used because; a)the SRI formula required several changes to adapt it for use in the rural portions of Orange County, and b) the North Carolina Department of Transportation(NCDOT) recommended the use of Alex Sorton's methodology. NCDOT recommended Sorton's method because of the predominance of SRI ratings that indicated an excessively high level of interaction between automobiles and bicycles. This report describes the Sorton methodology and presents the results of applying it to planned bicycle routes in Orange County . The methodology developed by Alex Sorton of the Northwestern University Traffic Institute in Evanston, Illinois is, in our opinion, a more direct measure of bicycle/automobile interaction. This methodology does not rely on subjective evaluations of pavement and location conditions. In addition, the formula is straight-forward and required no adjustments for use in the rural areas of Orange County. This method is an evaluation of bicyclist stress as determined by three variables: the amount of traffic, width of the road, and the speed limit of a given road segment. The final results, or overall stress level ratings, also refer to the bicyclist skill level recommended for the safe use on that particular road segment. EL METHODOLOGY Sorton's methodology is described in "Determining Road Compatibility for Bicyclists," PRO BIKE/PRO WALK 1994. Please see Appendix B for a copy of this report. A. Study Area-Bicycle routes analyzed in this project have been taken from the DCHC Regional Bicycle Plan and NCDOT's TIP Project No. E-2913 (see Map 2). The study area also includes those routes designated by the Town of Hillsborough for bicycle and joint bicycle and pedestrian use(see Map 3). Data Collection-Bicycle routes studied were segmented into homogenous units for data collection. Speed limit, traffic volumes, and lane width determined segment length. Data was collected through research of NCDOT files and field measurement. Research of NCDOT documentation included cataloging lane widths, speed limits, and average daily traffic. Field data collection was used to verify the NCDOT data and to collect additional data for the Town of Hillsborough maintained streets. C. Bicycle Stress Level Concept-The methodology for determining the compatibility of roads for cycling is based on the level of stress caused by different road conditions. Bicyclists "seek to avoid conflict with motor vehicles, harassment from heavy traffic, and the strain of having to concentrate for long periods on riding along narrow, high-speed, high-volume roads. In other words, they want to minimize not only physical effort but mental stress as well." (Sorton 1994) Determination of stress level requires evaluation of the stress level caused by each of three variables of a road segment that have the greatest influence on bicycle/traffic interaction: traffic volume, curb (outside)lane width, and traffic speed. Each of these variables is evaluated for a particular segment. Outside lane traffic volume is the peak hour volume (vph), or average daily traffic on a given street in a 24-hour period multiplied by a constant representing the percentage of daily traffic occurring during the peak period. A value of 10%was used for this analysis and is the accepted estimate of the proportion of daily traffic occurring during the peak period. This value is then divided by two to determine the peak period traffic in one lane. Dividing by two assumes a 50/50 split in traffic between the lanes of a road with one lane of travel in each direction. Outside lane width is measured from the edge of the pavement to the center line. Eight feet of this width is subtracted when the road segment accommodates on-street(parallel) parking. Speed of motor vehicles applies to the posted speed limit. Table 1 below shows the suggested stress level evaluation for each variable. In using this methodology, we chose to follow the stress level evaluations suggested by Sorton. Table 2 below provides a suggested interpretation of the overall stress level ratings based on the type of bicyclists the road segment will accommodate. In addition, it suggests the need for alterations to the road segment to increase its ability to accommodate less experienced bicyclists. In using the methodology, we followed the suggested interpretation of overall stress level. Table 2: Interpretation of Overall Bicycling Stress Levels Stress Level Interpretation 1 (Very Low) Street is reasonably safe for all types of bicyclists (except children under 10). 2 (Low) Street can accommodate experienced and casual bicyclists, and/or may need altering* or have compensating conditions** to accommodate youth bicyclists. 3 (Moderate) Street can accommodate experienced bicyclists, and/or contains compensating conditions** to accommodate casual bicyclists. Not recommended for youth bicyclists. 4 (High) Street may need altering* and/or have compensating conditions** to accommodate experienced bicyclists. Not recommended for casual or youth bicyclists. 5 (YM Hi Street may not be suitable for bic cle use. *"Altering"means that street may be widened to include wide curb lane,paved shoulder addition,etc. **"Compensating condition"can include street with wide curb lanes,paved shoulders,bike lanes,low volume,etc. D. Analysis- A LOTUS 1-2-3 spreadsheet was developed for the analysis. After entering the data, it is possible to calculate stress levels for each variable, calculate the overall stress level, and assign the appropriate stress level to each segment based on the result. In order to facilitate automatic categorization by the spreadsheet software -the traffic volumes ascribed by Sorton were converted into the ranges listed below in Table 3. The other variables in the analysis are discrete values and do not need to be represented by ranges. Scenic Qualities -NCDOT's Office of Bicycle and Pedestrian Planning has observed that "bicyclists not only want to know the amount of interaction they can expect with motor vehicles, but that they also want to know which bicycle routes have scenic qualities". Therefore, this analysis includes a "Scenic Qualities" assessment as an enhancement to the stress level evaluation. This assessment is intended only to indicate the presence, rather than the quality, of one or more of the following scenic qualities: •Visual Features Qualities in a view that provide pleasure or inspire awe. *Historic Features Human modifications the natural environment that represent the legacy of the past. •Recreational Features Features that are traditionally associated with nature-based outdoor recreation(i.e., skiing, canoeing, camping, and parks). *Natural Features Opportunities to experience landscapes and biological systems. *Archaeological Features Characteristics that help in understanding the development and historic evolution of an area. 6. 13 III EXISTING CONDITIONS Table 4 below summarizes the results of the suitability analysis. In general, most of the road segments within the study area have "High" bicyclist stress levels, and therefore the principal users should be experienced cyclists. These segments will require physical improvements to provide casual cyclists with less stressful riding conditions. The study area does not contain any segments with Stress Level Ratings of"Low" or "Very Low". Map 4 displays the results of the Suitability Analysis. Develop an Orange County Bicycle Plan-This plan would incorporate those portions of the Regional Bicycle Plan that are germane to rural areas. It would also incorporate bicycle routes not included in the Regional Plan(i.e., those depicted in the New Hope Corridor Open Space Master Plan). B. Amend the DCHC Regional Bicycle Plan-It is recommended that the adopted Orange County Bicycle Plan be used as the basis for requesting amendments to the DCHC Plan. The planned NCDOT and Town of Hillsborough bicycle routes should also be considered in amending the DCHC Plan. C. Programming Bicycle Improvements-A future conditions, or forecasted, Bicycle Stress Level analysis should be performed to determine the optimum improvements needed long- term(20 years). A Bicycle Transportation Improvement Priority List should be developed to address existing and forecasted needed bicycle facilities. The goal of the Basics of Bicycling Project is to reduce the risk of bicycle-related head injury by increasing the use of bicycle helmets among fourth graders at Cameron Park Elementary School . Since the principal and the physical education teacher at Cameron Park Elementary School expressed interest in doing bicycle safety education with their students, the Basics of Bicycling Project will be implemented in their school for all fourth graders this school year in the spring. There are five K-5 schools in the Orange County Schools. Of the approximately 2,850 K-...r students enrolled in our school district. Cameron Park has 660 K-5 students. The project Will target about 100 fourth graders and their parents. To implement the project, a number of steps will be taken. These strategies will include sending a parent letter and permission form home; administering a student survey on bike helmet use ana student knowledge of bicycle safety; disseminating appropriate educational information to students, parents, the PTA, the Orange County School Board and others. The Physical education teacher at Cameron Park Will teach the Basics of Bicycling curriculum tc fourth graders in cooperation with speakers from the Orange County Planning Department, the Orange County Cooperative Extension Agency, the Orange County Sheriff's Department, and the Hillsborougr, City Police Department . Media promotions will include writing_ artiCles_for__the News of Orange newspaper . and Cameron Park's school newsletter; displaying posters throughout Cameron Park about the pro3eci: distributing educational fliers at the Monday Night Live event : and sending parent notices home .
