BACKGROUND: In keeping with the County's efforts to maintain the position classification and pay plan internally,the Personnel Department routinely conducts classification and pay studies. These studies include scheduled classification reviews of individual positions and/or groups of positions and periodic assessment of labor market comparisons through salary surveys. Personnel currently has completed a classification review of library positions. The background leading to the recommended changes in the Orange County Classification and Pay Plan is as follows: RSVP/ESL Coordinator Class On June 28, 1994,the Board of County Commissioners transferred the permanent part time position of RSVP Literacy Coordinator from the Department on Aging to the Orange County Library. When the position was assigned to the Department on Aging, the duties included working with the Retired Senior Volunteer Program in connection with the literacy program. Since that position was transferred to the library,the duties have focused on coordinating the English as a Second Language program. 2 a The position's class title needs to be updated to reflect the current duties. Thus, it is recommended that the RSVP Literacy Coordinator class title be changed to ESL Coordinator with no salary grade change. Upon approval of this recommended change,the position will be reassigned to the new class title of ESL Coordinator. Librarian Classes The Library and Personnel have together assessed the work assignments in the library, the available resources and current position vacancies and have identified ways to focus the available resources in the areas of greatest need. A major objective for the Orange County Library is automation of the library collection and circulation. The Library Director and the Administrative Assistant have been working together carrying out the duties related to this automation objective. There is currently no one position on staff responsible for the overall coordination,planning and management of the automation goal in the Library. The Library finds that it requires a position to develop and manage library automation. As a result of this organizational review,the Library has identified the following changes: Restructure the Library Assistant Director position as a Librarian The position of Library Assistant Director will become vacant January 31, 1996. This position is being restructured to: - Remove the supervisory duties presently assigned to this position and assign them to the Library Director. - Assign overall management of automation of the library collection, circulation and related electronic systems to this position. - Retain responsibility in this position as Adult Services Librarian. - Reassign the Young Adult Services Librarian functions from this position to the Children's Services Librarian and make that position Youth Services Librarian. Restructure Vacant Library Assistant I position as Librarian This position currently is vacant and is being restructured to: - Assign professional level Inter/Intra Library Loan Services Librarian functions to this position. - Assign professional level collection management duties for the video and periodical Services. As a result of these organizational changes and the restructuring of work assignments it was necessary for Personnel to conduct a classification review of the involved positions. The review included the Library Assistant Director,the Library Assistant I and the two 3 related positions(Reference Librarian and Children's Librarian)currently classified as Librarian. The classification review indicates that: - The restructured Library Assistant I and the Librarian assigned to Reference Services are comparable in responsibility, and - The restructured Library Assistant Director position and the Librarian assigned to Youth Services(formerly Children's Librarian)are comparable in responsibility. This review indicates two distinct levels of professional librarian work in the Library: - The first level includes positions that have responsibility for managing a small (approximately 1,000- 3,000 items)collection,a related budget,and limited programming. - The second level has responsibility for managing a larger(approximately 20,000 and up)collection/program area,correspondingly larger budget,ongoing programming responsibilities, and/or automation management for the library. Thus, it is recommended there be two classification levels of professional librarian in the Library. To do this, it is recommended that a new class of Librarian I at Salary Grade 65 be established and the current Librarian class at Salary Grade 67 be changed to Librarian II at that same Salary Grade. Upon approval of the recommended changes, - The Library Assistant Director position at Salary Grade 69 will be reclassified to the new class of Librarian II at Salary Grade 67. - The Librarian position managing reference will be reclassified from Librarian at Salary Grade 67 to Librarian I at Salary Grade 65. - The vacant Library Assistant I at Salary Grade 59 will be reclassified to Librarian I at Salary Grade 65. - The Librarian position managing youth services will be reassigned to the new class title of Librarian II and will remain at Salary Grade 67. RECOMMENDATION: The Manager recommends the Board amend the Classification and Pay Plan by: - Changing the title of the class of RSVP Literacy Coordinator to ESL Coordinator, - Changing the class title of Librarian to Librarian Il,and - Adding the class of Librarian I at Salary Grade 65. FALANATLASSIMABS6.WPD December 6,1995 4 C6065-12/95 ESL COORDINATOR GENERAL DEFINITION OF WORK: Performs intermediate paraprofessional work coordinating the English as a Second language (ESL)program in Orange County; does related work as required. Work is performed under general supervision. Limited supervision is exercised over volunteers. TYPICAL TASKS: Coordinates the ESL program including establishing policies and procedures; Selects, orders and maintains ESL materials; Manages the ESL budget; Recruits volunteers for ESL tutor positions; Develops, implements and coordinates ESL training workshops for tutors; Works with a variety of community agencies, groups and including Orange County and Chapel Hill Schools, Durham Tech Community College, and the Literacy Council to make and receive referrals,provide volunteers and to publicize the literacy program; Provides students in need of English instruction with appropriate tutors; Coordinates and sponsors bi-annual ESL meetings; Maintains records,keeps statistics and composes correspondence; Assists county departments with Spanish translation requests; Performs related.tasks as required. KNOWLEDGE. SKILLS AND ABILITIES: General knowledge teaching and training methods; general knowledge of ESL teaching methods; general knowledge of County's policies and procedures affecting the program; general knowledge of federal guidelines governing the program; working knowledge of services offered by public and non-profit community agencies in the County; general knowledge of techniques used to recruit, train and motivate volunteers; ability to establish and maintain effective working relationships with volunteers, students, schools, community agencies, other employees and the general public; ability to communicate effectively orally and in writing. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in education, english or related field and at least one years experience working with volunteer recruitment and teaching. J 5 t C5565-12/95 LIBRARIAN I GENERAL DEFINITION OF WORK: Performs intermediate professional work in planning and implementing library services such as reference, video or periodical sections; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Serves as librarian for the reference, videos, periodicals, and/or inter library loan divisions; Develops and selects the collection materials for the appropriate division of the library; Plans for division services and makes provisions for special projects; Manages annual budget for the assigned library division; Develops and implements programs as assigned; Performs readers' advisory to patrons on appropriate materials; Develops displays and markets the assigned library division services; Develops the procedures and practices to be followed for the division services; Manages collection of highly requested materials; Works circulation desk; Participates in professional organizations; Performs related tasks as required. KNOWLEDGE& SKILLS. AND ABILITIES: Comprehensive knowledge of library operations; comprehensive knowledge of book classification; thorough knowledge of reader interest levels and books and authors relevant to assigned area; thorough knowledge of online computer searching techniques and methods; thorough knowledge of specific materials collection; ability to work effectively with patrons; ability to locate materials requested by patrons; ability to communicate effectively orally and in writing; ability to plan effective programs; ability to develop and maintain an effective collection relevant to the assigned area; ability to work with a variety of automated systems. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to a Masters degree in library science and at least one years professional library experience. ti 6 C5570-12/95 LIBRARIAN II GENERAL DEFINITION OF WORK: Performs difficult professional work in planning and implementing library services such as children's, young adult, and adult sections; managing library automation; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Serves as librarian for the children's and young adult divisions; Plans, develops, and implements adult programs and special event activities; Plans, develops, implements, and evaluates a comprehensive library automation program; Plans for division services and makes provisions for special projects; Manages and coordinates library automation systems and activities; Develops and selects the collection materials for the appropriate division of the library; Assesses staff automation training needs, and provides or coordinates the required training; Manages annual budget for the assigned library division; Develops and implements programs as assigned; Develops displays and markets the assigned library division services and programs targeted at different age groups of children, young adults, adults, schools, child care centers and organizations in the community; Develops the procedures and practices to be followed for the division services; Identifies available grants, writes grant proposals, carries out grant proposal as submitted, and reports on expenditures; Provides technical computer assistance to library staff and library patrons; Coordinates genealogy materials and oversees the family history research collection; Supervise library volunteers; Acts as liaison to the Friends of the Library Board; Works circulation desk; Participates in professional organizations; Performs related tasks as required.
