BACKGROUND: The Data Processing Manager position at Salary Grade 80 will become vacant through the retirement of the current Manager effective April 1, 1996. Due to the rapid evolution and changes in information technology in the last few years,the position has faced many new challenges that have significantly impacted the position's scope of responsibility. Before initiating recruitment,the Manager's Office and Personnel have reviewed the position's duties and responsibilities. This process included getting feedback on the expected role of the Manager from County department heads and the data processing staff. As a result,the class specification for this position has been updated to reflect the position's major functions of planning, developing,organizing and directing a comprehensive information management program encompassing the areas of personal and mainframe computers,computer hardware and software,computer networks, systems with remote connections and office automation. In recognition of the changes in the field of information management and the County's expectations for this position, it is recommended that the class title of the Data Processing Manager be changed to Information Systems Director. It is also recommended that the salary grade remain the same. The current salary grade for this class is based on salary survey information obtained from other public employers. With approval of the new class title the position will be announced for recruitment as Information Systems Director at Salary Grade 80. RECOMMENDATION: The Manager recommends the Board amend the Classification and Pay Plan by changing the class title of Data Processing Manager to Information Systems Director. FILANA\CLASSB:Y\ABS7.WPD 2 C2260-12/95 INFORMATION SYSTEMS DIRECTOR GENERAL DEFINITION OF WORK: Performs complex professional and difficult technical and administrative work planning, directing and supervising the full range of activities related to computer information systems in the County; does related work as required. Work is performed under general supervision. Supervision is exercised over all department personnel. TYPICAL TASKS: Plans, develops, organizes and directs a comprehensive computer information management program for the County, including the areas of personal and mainframe computers, computer hardware and software, computer networks, systems with remote connections and office automation; Consults with user departments to identify computer system needs and plans and implements responses to meet these needs; Assesses the County's overall information systems needs and recommends appropriate approaches, including such areas as training, equipment replacement, software and use of departmental resources; Establishes information system goals and objectives for the department and the County, in conjunction with management; Assesses feasibility of automating work functions, recommends information system changes and develops implementation plans to improve service delivery to Orange County citizens; Develops proposals for necessary resources to achieve the stated County goals and objectives; Keeps abreast of trends and new developments in the field and evaluates these as to applicability for the County; Coordinates and manages the development and use of personal computers, mainframe, client server and other stand-alone/integrated systems in the County; Recommends information management policies and standards in the areas of responsibility for the County including security and systems administration for computer systems and distributed networks; Assesses training needs and develops County wide training on computer systems, in conjunction with the Personnel Department; Provides technical assistance to other departments on various automation projects and activities; Analyzes and evaluates software,hardware and vendor support performance and makes recommendations to management; Oversees computer equipment maintenance, including coordination and negotiation with manufacturers and vendors; Plans, schedules and evaluates the work of technical and professional staff, Hires and trains staff; Develops annual budget request and manages the approved budget; Performs related tasks as required. KNOWLEDGE. SKILLS AND ABILITIES: Comprehensive knowledge of principles, methodologies,techniques and practices related to computer information systems and systems analysis, design and implementation; comprehensive knowledge of personal computers, mainframe computers, computer networks, client servers and office automation; thorough knowledge of the methods,principles and practices used in scheduling computer operations i 3 and providing required control and security of data input and output; thorough knowledge of the current trends and developments related to information systems; general knowledge of effective supervisory techniques; ability to plan and develop short and long range goals and objectives; ability to assess user needs and develop county wide standards, systems and procedures; ability to analyze work systems and procedures; ability to design and develop appropriate automation solutions to work needs; ability to plan, assign,train and supervise the work of professional and technical staff, ability to communicate effectively and establish and maintain effective working relationships with user departments, employees and management. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in computer science or related field and at least 6 years progressively responsible experience in computer systems administration and management including at least two years supervisory experience.
