BACKGROUND: April is traditionally recognized as Public Health Month in North Carolina. National organizations such as the National Association of City and County Health Officials (NACCHO) and the American Public Health Association (APHA) recognize a week in April as public health week. This provides the Health Department with an opportunity to recognize the excellent work of not only the Health Department staff, but also the community wide partners engaged in important public health work. The Orange County Health Department is planning a variety of activities in Orange County as found on the attached "Public Health Month Activities in Orange County". This provides the Health Department with an opportunity to emphasize important healthy lifestyle and preventive services available to all residents in Orange County communities. The Board of Health approved this proclamation at its February 28, 2008 meeting and asks the Board of Commissioners to join them in recognizing the work of public health. FINANCIAL IMPACT: Activities are planned as part of the normal budget process and incur no additional funds outside of the approved budget. RECOMMENDATION(S): The Manager recommends that the Board approve the proclamation and authorize the Chair to sign. ORANGE COUNTY BOARD OF HEALTH and ORANGE COUNTY BOARD OF COMMISSIONERS PROCLAMATION TO RECOGNIZE APRIL 2008 AS ORANGE COUNTY PUBLIC HEALTH MONTH WHEREAS, 2008 marks 128 years of continuous public health service to residents of the State of North Carolina; and WHEREAS, public health measures to control and eliminate infectious diseases, improve environmental sanitation, and promote healthy lifestyle practices have been the greatest cause of improved health status and increased life expectancy for North Carolina's residents; and WHEREAS, since 1979 the Orange County Health Department has provided services to Orange County residents to promote positive health outcomes through health education and preventive care, to prevent disease by controlling the spread of infectious diseases, and to protect against environment health and other hazards through improved environmental sanitation, public policy; and emergency planning; and WHEREAS, public health efforts alone cannot accomplish the goal of a healthier Orange County without cooperation and partnership with communities and individuals; and WHEREAS, the Healthy Carolinians of Orange County partnership's 2007 Community Health Assessment revealed low mortality rates among Orange County residents for diabetes, heart disease, and stroke indicating positive contributions from Orange County public health professionals; and WHEREAS; the residents of Orange County have selected the critical health issues of access to health care, the prevention of chronic diseases with a special focus on obesity, and mental health and substance abuse services for adolescents as requiring community wide attention to ensure a healthy Orange County; and WHEREAS, proclaiming April as public health month will recognize the accomplishments of public health in Orange County and increase community awareness of the need to prevent disease, choose good health practices, and protect Orange County residents from health hazards through community partnerships; NOW, THEREFORE, be it recognized that the Orange County Board of Health and the Orange County Board of Commissioners do hereby proclaim April 2008 as Orange County Public Health Month. April 1, 2008 Print Advertising A 3x6 ad promoting the Chapel Hill Herald: Orange County Orange County Health 4/9, 4/11, and 4/13 Department will run in Chapel Hill Herald and Chapel Hill News: Chapel Hill News during 4/26 and 4/30 April. The purpose of this ad is to bring awareness to services provided by OCHD. Draft ad is attached. Radio PSA PSA will invite listeners to Rotation during April Orange County / learn more about OCHD Triangle Stations programs and services by visiting our website or calling our main phone number. PSA script is attached. Release and Annual report will highlight April 15, 2008 Hillsborough distribution of 2006- major OCHD 2007 Annual Report accomplishments from the 2006-2007 fiscal year. Outdoor Advertising: Banner will hang in two April 1-15: South Downtown Public Health Month locations during the month Churton Avenue - Hillsborough Banner of April.
