PURPOSE: To receive a report on the Volunteer Families for Children
program in Orange County.
BACKGROUND: VFC works by recruiting, training and licensing volunteers
who then make their homes available on an emergency basis to children
and teenagers who do not fit other programs ' guidelines and thus have
nowhere else to go. Executive Director H. Juanita Clemmons will
present the report. She will be requesting $15, 000 to help pay for a
full-time Social Work Coordinator.
RECOMMENDATION: Receive the report and information.

Dear Mr. Carey:
I am writing to request an opportunity to present Volunteer
Families for Children in Orange County to the County
Commissioners at their December 4th meeting and to request
financial support through contingency fund monies.
VFC works by recruiting, training and licensing volunteers who
then make their homes available on an emergency basis to children
and teenagers who do not fit other programs, guidelines and thus
have nowhere else to go. Both the children VFC serves and the
volunteer host families who care from them come from all over
Orange County. Children can stay with these volunteers anywhere
from overnight to a maximum of 30 days while the crisis is being
resolved.
As a private, non-profit organization licensed as a child-placing
agency, VFC can respond quickly to referrals by human services,
juvenile court or law enforcement professionals. The only
criteria for service is that the child not be a danger to himself
or others at the time the referral is being made. VFC volunteers
have worked successfully with children ranging from "crack
cocaine babies" to "Willie M. " designated youth. During the past
12 months, 26 children have stayed with Orange County volunteers
for a total of 212 days.
Parents or other guardians must give formal permission for their
child to stay with a VFC volunteer_ The counseling and other
social work activities necessary to obtain this permission and
then make a match between the child in crisis and a volunteer
family is done by a local VFC Social Work Coordinator. By
directing families to appropriate community support services
provided by mental health, public health, churches or other
organizations, VFC is often able to reduce family isolation and
increase peer support. Frequently VFC volunteers go beyond what
is asked and maintain an on-going relationship with the child and
his family. This holistic approach decreases the chance that the
child will need long-term placement.

The Social Work Coordinator is assisted by members of an Advisory
Council who help publicize the program, recruit volunteers and
raise funds on the local level . Over-all direction and
responsibility for VFC rests With a state-wide Board of
Directors. This Board sets policy, plans for future growth and
works with local Advisory Councils to ensure the consistency and
quality of programs. Regular supervision, back-up coverage and
financial reporting and accountability are provided on a pro-rata
basis by two part-time VFC-NC staff as a part of each local
program.
To provide an experienced full-time Social Work Coordinator with
related expenses and support services will cost $46,500 per year.
Of this amount, $13,000 has been secured in grants; $10,000 is
expected from contributions and other sources and $1,250 is
estimated from local fund-raising. The remaining $22,250 was
anticipated from Smart Start which solicited an application from
VFC but did not secure the funding necessary to grant it.
We are therefore asking the County Commissioners to authorize a
grant of $15,000 for 1995-96 to cover most of the remaining
costs. This would ensure a 314 time position. If additional
funding can be located, the position could remain full-time.
During the next eight months, VFC will continue to work
diligently to develop additional sources of revenue to ensure
this critical service remains available to Orange County's youth.
I am attaching a few stories of children we have served recently
to give you a flavor of what VFC can mean to children, families
and the community. In addition, I have included some material
about our organization and the current 1995-96 program budget.
