PURPOSE: To consider approval of the amount of $3, 000 in
voluntary dues for the Greater Triangle Regional
Council.
BACKGROUND: As the attached information indicates, Orange County
is being asked to contribute $3, 000 in voluntary dues
derived from a population based formula. The Council
is focusing on three strategic directions:
• the project to examine regional development
choices,
• the Triangle Universities Research Consortium
on Youth at Risk, and
• regional wastewater management alternatives.
If the BOCC wishes to respond favorable, the amount
now available in the BOCC Contingency Fund is $86,960.
RECOMMENDATION: As the Board decides.

The next meeting of the Greater Triangle Regional Council will be on Tuesday, December
12 from 2:00 until 5:00 p.m. at the North Carolina Biotechnology Center at 15 T.W.
Alexander Drive in the Research Triangle Park. An agenda will be sent to you shortly.
We will focus on the three strategic directions launched by our council:
• the project to examine regional development choices,
• the Triangle Universities Research Consortium on Youth at Risk, and
• regional wastewater management alternatives.
All three efforts are underway and would benefit from the guidance of the council members.
At our last meeting on September 26, we adopted a voluntary dues policy to generate the
funds we need to support these important strategic directions. A copy of the policy and an
invoice are attached. In addition to the basic funds generated through voluntary dues, we
will be raising additional funds from targeted organizations for the project to examine
regional development choices. If you have any questions, please contact our staff person,
John Hodges-Copple, at 558-9320. Funds should be made payable to "The Greater
Triangle Regional Council' and sent to the letterhead address.
You will also soon be contacted about suitable meeting dates for the next two meetings in
February/March and May/June.

Approved by the Council—September 26, 1995
All council members are valued for their personal contributions to the work of the council,
regardless of their contribution of dues to help fund the council. A membership dues structure
to support the work of the Greater Triangle Regional Council should:
• Be simple,
• Be voluntary,
• Encourage all members to contribute in similar amounts, and
• Provide the minimum amount needed to support the basic operations of the council as it
undertakes projects. Additional funds for significant projects will be raised separately from
targetted funding sources.
Based on these policy guidelines, the following voluntary dues structure was developed,
recognizing that it may not be possible for some members to contribute funds each year. It will
be left to the discretion of each member on the best way to contribute funds to undertake the
work of the council. The fiscal year for the council runs from July 1 through June 30.
Voluntary Annual Dues Structure
Businesses = $1,00043,000
Counties & municipalities with 100,000+ population = $3,000
with between 25,000 and 100,000 population = $2,000
with less than 25,000 population = $1,000
Major universities = $3,000
Civic organizations, regional groups and foundations = $1,000
Other educational institutions = $1,000
