PURPOSE: To consider adopting a set of solid waste management goals .
BACKGROUND: The Landfill Organization and Financing Options Work Group
has been meeting throughout 1995 to consider options for reorganizing
the management of solid waste in Orange County and its municipalities .
The group, which includes Commissioners Willhoit and Halkiotis, is
working on developing recommendations to the governing bodies of the
County and Towns concerning a governmental structure that would replace
the existing Landfill Owners, Group (LOG) .
During a series of meetings, the work group (whose membership is the
same as the current LOG) discussed and refined a list of proposed solid
waste management goals and mission statement designed to help the group
establish a foundation for the future governance of the landfill and
other solid waste management activities. Citizens were invited to
comment on the proposed mission and goals at a public hearing conducted
by the LOG on September 28 . At their October 19 meeting, the LOG
recommended that all governing bodies consider adopting the attached
mission and goals statement .
RECOMMENDATION: The Manager recommends that the Board adopt the solid
waste management mission and goals statement .

GOALS FOR THE MANAGEXENT OF SOLID WASTE IN ORANGE COUNTY

health protection, consistent with conservation of natural

State and local laws and regulations .
2 . Set aggressive waste reduction goals , with the _nze^z. of
raising waste reduction goals when set goals have been
achieved.
3 . Achieve these stated goals through the development of public
and Public-Private waste prevention, source reduction,
recycling and reuse opportunities , materials recovery, as well
as development and implementation Of public and public-private
education programs, .policies and incentives to promote waste
prevention, recycling and reuse .
