BACKGROUND: The Landfill Organization and Financing Options Work Group has been meeting throughout 1995 to consider options for reorganizing the management of solid waste in Orange County and its municipalities . The group, which includes Commissioners Willhoit and Halkiotis, is working on developing recommendations to the governing bodies of the County and Towns concerning a governmental structure that would replace the existing Landfill Owners, Group (LOG) . During a series of meetings, the work group (whose membership is the same as the current LOG) discussed and refined a list of proposed solid waste management goals and mission statement designed to help the group establish a foundation for the future governance of the landfill and other solid waste management activities. Citizens were invited to comment on the proposed mission and goals at a public hearing conducted by the LOG on September 28 . At their October 19 meeting, the LOG recommended that all governing bodies consider adopting the attached mission and goals statement . RECOMMENDATION: The Manager recommends that the Board adopt the solid waste management mission and goals statement .
