PURPOSE: To consider awarding a bid and approving a contract to Trafalgar House Construction Company
for maintenance work to be done at the Old Courthouse.
BACKGROUND: Bids were originally solicited for this project in May, 1993,however, bid prices significantly
exceeded appropriations for the project,so the project was delayed until additional appropriations could be
made. The bid opening on October 31, 1995 yielded no bidders. Bids were solicited once again on
November 13 and three contractors responded;the bid tabulation is attached.
The scope of work covered in the base bid includes:
• painting all exterior trim;
• replacing gutters(repairs were made to gutters during the 1986 renovation, but gutters were not
replaced);and
• replazing windows.
Since the cost outlook was unclear at the time specifications were prepared, the specifications included two
alternates; one for regiazing the windows,one for repair work to the cupola. Trafalgar House included the
reglacing in the base bid,so no additional funds are required for that portion. The bid price for repair and
maintenance of the cupola is$72,100. The project budget($119,065) is sufficient enough to allow this work
to be done as well,therefore the recommendation includes acceptance of both the base bid and the alternate
(total $107,100).
RECOMMENDATION: The Manager recommends that the Board award the bid for maintenance work to be
done at the Old Courthouse and approve the contract contingent upon Attorney and Staff review, to Trafalgar
House Construction Company in the amount of$107,100;and authorize the Manager to execute change orders
as may be necessary to the extent of the project budget;and authorize the Chair to sign on behalf of the Board.

PROGRESS PAYMENTS
5.1 Based upon Applications for Payment submitted to the Architect by the Contractor and Certificates for
Payment issued by the Architect.the Owner shall malt progress payments on account of the Contrau Sum to the
Connactor as provided below and elsswhere in the Contrsrt Docase nts.
6.2 The period covered by each Application In Payment shall be one calendar month ending on the last day of
the month, or as follows:
