PURPOSE: To receive a report from the Latin American Resource Center's(LARC's)Latin American
Community Education Program(LACE)
BACKGROUND: Aura Camacho Maas, founder of LARC, will briefly summarize LACE plans for Orange
County. They are specifically requesting from the County Commissioners financial support to cover hotel
expenses for 30 international visitors, comprising the international arts troupe. Their residency will last 9 days,
costing approximately $10,000. The Board of Commissioners contingency account balance is as follows:
Original appropriation $100,000.00
Farmland Preservation Workshop (3,040.00)
Wildlife Habitat Study 10 000.00
BALANCE: $86,960.00
RECOMMENDATION: Receive the report as information.

LATIN AMERICAN ORGANIZATION IN NORTH CAROLINA OFFERS A
FRESH APPROACH TO BUILDING COMMUNITY THROUGH EDUCATIONAL
AWARD WINNING PROGRAM
The Latin American Resource Center, LARC, is a tax-exempt 501(c)(3) community service
organization founded in 1991 by Aura Camacho Maas and located in Raleigh, North
Carolina. LARC's mission is to facilitate the creation of cultural infrastructure throughout
the Americas to support the economic world we live in.
LARC believes that racial tension in an increasingly culturally diverse society
hinders the transition to a rapidly growing globalized society that treats all of its
citizenry fairly. Many individuals feel alienated from other individuals in their
community, and this affects local social and economic development.
LARC's programs are committed to:
Easing racial tensions between Latin American, European-American, African- American,
Native-American, and other Eultural communities.
Establishing linkages among private and, public sectors.
Building relationships between these diverse communities and sectors.
Serving as springboard and catalyst for individual and community development
projects.
The Latin American Community Education Program, LACETM, is LARC's major
program. It is a long-term, county-wide, comprehensive, international,
multicultural, inter-disciplinary educational tool. By appealing to the diverse
cultural roots of a community, LACE educates to bring about higher levels of
interaction, intercultural understanding, and racial acceptance.
LACE initial 18-month phase has five stages which include pre-planning, planning,
two on-site international visits, from a chosen Latin American focus country; and a
series of focus groups. `
LACE calls for county-wide support from the community and private and public
sectors. A LACE county committee designs an action plan and helps LARC in

identifying human and financial resources. Simultaneously, LARC develops the
same approach in the focus Latin American country.
The LACE activity plan includes at the local level: meetings, distribution of
educational materials, curriculum development for K-12 grades, workshops, video
presentations, the planning and implementation of an activities schedule for two on-
site international visits, and the planning and implementation for a 2-days of local
focus groups. The international visits take place during the first 12 months of the
program and the focus groups within the last 6 months. At the international level it
includes: periodic meetings between LARC's LACE staff and local officials and
organizations in the Latin American country being presented, selection of the
artistic/cultural delegation to represent the country, and the development of an
artistic program that fits LACE's objectives: Educational support materials are
gathered or produced.
The first on-site visit includes the Ambassador and delegates from the Ministry of
Economy and Education from the Latin American focus country. The second on-
site visit includes the visit of an artistic ensemble of approximately 30 artists. Both
groups engage in in-school activities and community at-large activities.
The LACE focus groups are a mechanism for the local community to evaluate the
program and to generate a LACE follow-up, one-year action plan. All of LACE
activities are designed to be highly interactive, entertaining, and fun,
LACE has a built-in evaluation component using an observation, survey/interview,
and focus group method. Effectiveness, efficiency, quality, and work load are
measured.
LACE won the 1994 NC Arts award for Creativity and Innovation in Arts
Education. About 60%of LACE audiences are students from grades K-12. LARC
has LACE initiatives with Argentina, Bolivia, Colombia, Mexico and Peru. Since
1992, it has reached approximately 45,000 people in North Carolina, and Bogota,
Colombia.
Presently, LARC is developing pre-planning activities for LACE in Orange and
Chatham counties. LARC is working with organizations such as: the NC World
Trade Center, the UNC-Hispanic Business Agenda, the Duke-LJNC Latin American
Studies Program, the UNC Leadership Development Program, Volunteers for
Youth, and Public Allies among others. For more information, contact Aura C.
