PURPOSE: To apply for $15,111 in special state funds to promote rural
public transportation and enter into an agreement with the
N.C. Department of Transportation for FY95-96.
BACKGROUND: The Orange County Transportation Program is recognized as a
Section 18 rural public system and is eligible for special
state funds to subsidize existing O.P.T. (Orange Public
Transportation) public routes by paying 80% of the fully
allocated cost of public rider trips. Two Senior citizens
routes, one Orange Enterprises route have been identified
long with the OPT North-South Shuttle as available to the
general public. The N.C. Department of Transportation will
reimburse on a per trip basis. The purpose of the rural
public funds is to encourage rural and small urban programs
to expand public ridership in addition to human service
agency transportation. The Orange County Human Services
Transportation Advisory Hoard met on October 24th and
approved seeking funds for this effort.
RECOMMENDATION: Manager recommends approval and Chair to sign the
Certified Statement of Participation in the Rural General
Public Program for FY95-96.

SFY1995-96 RURAL GENERAL PUBLIC PROGRAM
CERTIFIED STATEMENT
Pursuant to Article 2B of Chapter 136 of the North Carolina General Statutes which designates
the Department of Transportation as the agency of the State of North Carolina responsible for
administering all federal and/or state programs relating to public transportation, and grants the
Department authority to do all things required under applicable federal and/or state legislation to
administer properly the public transportation programs within the State of North Carolina, this is
to certify that the undersigned is the duly elected,qualified and acting chairperson of the
Board of County Commissioners , located in orange County
(Section 18 system's governing body)
North Carolina, and the following statements are true and correct:
1. T hat the funds received will be used to provide rural general public transportation
services for SFY 1995-96.
2. That the funds will be used in a manner consistent with the local General
Public Services Plan.
3. That the interest earned on these funds will be expended in accordance with
program guidelines.
4. That information regarding use of the funds will be provided at such time and
in such manner as the Department may require.
