PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Grange County its respect. The Board asks its citizens to
conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time
should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending
person to leave the meeting until that individual regains personal control. Should decorum fail to be re.storecl the
Chair will recess the meeting until such time that a genuine commitment to this public charge is observed All
electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

3. Proclamations/ Resolutions/ Special Presentations
a. Resolution Remembering Eve Carson
The Board will consider a resolution remembering Eve Carson.
b. Resolution Regarding Planned Uses of Land Transfer Tax Proceeds
The Board will consider approving a resolution specifying the intentions of the Orange County Board of
Commissioners for the use of proceeds from a. 4% land transfer tax, if approved by voters on the May 6,
2008 ballot, and subsequently implemented by the Board.
c. Sexual Assault Awareness Month
The Board will consider a proclamation recognizing April as Sexual Assault Awareness Month in Orange
County and authorize the Chair to sign.
d. Public Health Month
The Board will consider a proclamation designating April as Public Health Month and authorize the Chair to
sign.
e. Proclamation Reco6nizin2 Orange County Kick Butts Dav
The Board will consider approving a proclamation recognizing the day of April 2, 2008 as Orange County
Kick Butts Day and authorize the Chair to sign.
f. Resolution in Support of Continuation of C.JPP Funding
The Board will consider a resolution demonstrating support of continuation funding for the Orange/Chatham
Criminal Justice Partnership Program and authorize the Chair to sign.
4. Consent Agenda
a. Minutes
The Board will consider correcting and/or approving the minutes from February 5 and February 11, 2008,
7:30 p.m. and 7:45 p.m. meetings as submitted by the Clerk to the Board.
b. Appointments - None
c. Public Information Sessions -Transfer Station Siting Process
The Board will consider authorizing two transfer station siting public information sessions in April.
d. Motor Vehicle Property Tax Release/Refunds
The Board will consider adoption of a refund resolution related to 30 requests for motor vehicle property tax
releases or refunds in accordance with North Carolina General Statutes.
e. Bid Award: LPG Triple Upright Forklift
The Board will consider awarding a bid for a Clark Model CMP 25-LPG Triple Upright forklift for use
within the Solid Waste/Recycling Division to G&W Equipment, Inc. of Raleigh, NC at a total cost of
$23,513 and authorize the Purchasing Director to execute the necessary paperwork.
f. Classification and Pay Plan Amendment - Reclassification
The Board will consider amending the Orange County Classification and Pay Plan to reflect a
reclassification of the Dentist position from a Grade 30 to a Grade 34 and authorize offering a qualified
applicant a salary between the midpoint and third quarter of the new range.
g. Impact Fee Reimbursement
The Board will consider approving an impact fee reimbursement request from Orange Community Housing
and Land Trust of $4,407 for a recently built home in Chapel Hill
h. Approval of Chapel Hill Carrboro City Schools Use of 2007-08 Lottery Funds for Conversion of
Lincoln Center Potterv Shop to Classroom Space
The Board will consider approving Chapel Hill / Carrboro City Schools' use of 2007-08 Lottery Funds for
conversion of Lincoln Center Pottery Shop to classroom space and authorize expenditures for the project via
the attached Lincoln Center Pottery Shop Conversion Project Ordinance.
i. Orange County Housing Authority Bylaws Revision
The Board will consider approving revisions to the Bylaws of the Orange County Housing Authority.
j. Recommendation to NCDOT Concerning the Addition of Antler Point Road to the State
Maintained Road System
The Board will consider making a recommendation to the North Carolina Department of Transportation
(NCDOT) concerning a petition to add Antler Point Road to the State Maintained Secondary Road System.
k. Change Order 42 for Landfill Sanitary Sewer
The Board will consider authorizing additional funds in excess of those previously approved by the Board of
Commissioners to cover- the preparation of easements plats and redesign of the leachate sewer under
Millhouse Road as required by the Town of Chapel Hill.
1. Fiscal Year 2007-08 Budget Amendment #8
The Board will consider approving budget amendments for fiscal year 2007-08.

a. Housing Bond Program
The Board will consider awarding housing bond funds in the amount of $632,300 to Community
Alternatives for Supportive Abodes (CASA) to purchase five (5) duplexes in Chapel Hill and authorize the
Manager in consultation with the County Attorney to enter into a Development Agreement detailing the
conditions of award.
b. Media Consultant for Land Transfer Tax Voter Information Effort
The Board will consider approving a proposal for media consulting services to assist with the County's
planned effort to inform voters about the purposes for, and implications of, the land transfer tax measure that
the Orange County Commissioners have placed on the May, 6, 2008 ballot.

The Board will consider appointments to the Board of Equalization and Review.
c. Interlocal Agreement Committee for the Hillsborough Area-Orange Countv Strategic Growth Plan
Phase II - New Appointments
The Board will consider making appointments to the Interlocal Agreement committee for the Hillsborough
Area-Orange County Strategic Growth Plan Phase II.
d. Orange Comity Farmer's Market Interim Oversight Committee - New Appointments
The Board will consider making appointments to the Orange County Farmer's Market Interim Oversight
Committee.
