PURPOSE: To receive a report on modifications to the 1995-96 goals
requested by the Board.
BACKGROUND: At the September 20 meeting, the Board reviewed an updated
set of 1995-96 Commissioner goals. The Board indicated a number of
modifications required to several of the proposed goals. Rather than
taking action to formally adopt the goals for 1995-96, the Board
endorsed the concept of tying the goal setting process more closely to
the annual budget process.
The staff has taken Board comments from September 20 and prepared
what we understand are the desired modifications on selected goals .
Staff further understands that updates to the current goals (along with
any proposed new goals) should be prepared for review and discussion by
the Board at their annual planning retreat in December. Staff would
take Commissioner comments from the retreat and prepare a complete set
of proposed 1996-97 goals for consideration by the Board in February or
March 1996 . The Board would then formally adopt the goals in
March or April so that they can be used as a guide for the 1996-97
budget process.
RECOMMENDATION: The Manager recommends that the Board review and
affirm the proposed revisions to the goals, or provide additional
direction on modifications if needed.
