PURPOSE: To consider a proposed charge to the Innovation and
Efficiency Committee.
BACKGROUND: At the October 2 meeting, the Board of Commissioners
decided to pursue a study of potential innovation and efficiency
improvements in Orange County government. The Board also decided to
postpone a proposed survey of citizen perspectives on Orange County
customer service quality, at least until after completion of the
innovation and efficiency study. A 15 member committee, comprised
of 9 citizens appointed by the Board and 6 employees designated by
the Manager, is slated to carry out the study. The Board asked the
Manager to develop a proposed charge to the committee for discussion at
the next regular meeting of the Board, and further asked for an
estimate of the costs of conducting the study.
The Manager and staff have met with Dr. Jack Vogt of the North Carolina
Institute of Government, who has agreed to serve as facilitator for the
committee. Based on discussions with Dr. Vogt, staff has prepared the
attached proposed charge to the committee for consideration by the
Board of Commissioners . Staff discussions with Dr. Vogt also touched
on the importance of considering diversity of geographic,
philosophical , gender, racial , and technical backgrounds in making
committee appointments . Exclusive of the time to be spent by employee
members of the committee and support staff, we estimate expenses of the
study to be between $4 , 000-$6, 000, to include payment to the IOG for
Dr. Vogt' s time.
RECOMMENDATION: The Manager recommends that the Board discuss, amend
as necessary, and approve the charge to the Innovation and
Efficiency Committee.

INNOVATION AND EFFICIENCY COMMITTEE
October 17 , 1995
The Innovation and Efficiency Committee is hereby charged by the Orange
County Commissioners to :
1 . Develop a general familiarity with the operation of Orange County
government.
2 . Develop an appreciation of the restrictions, mandates, and other
legal requirements that affect .Orange County government operations .
3 . Become familiar with examples of innovations , efficiencies ,
outsourcing efforts, and cost savings identified and implemented in
Orange County government in recent years .
4 . Adopt a focus of "how can Orange County deliver those services
which the Board of Commissioners have chosen to provide in the most
efficient and innovative ways?"
5 . Identify potential efficiencies and innovations not yet
implemented, along with estimated cost of implementation and/or
potential future cost savings .
6 . Adopt a broad perspective on potential changes, namely those which
have the potential for sizeable savings and/or significant operational
improvements, with emphasis on those global changes that would tend to
cut across departmental lines.
7 . In proposing recommended changes to the Board of Commissioners,
identify: likely advantages and disadvantages of each recommendation;
expected impacts on Orange County government organization; and
potential effects on Orange County citizens as customers.
8 . Identify any federal , state, or focal government statute,
regulation, or policy that might require change in order to carry out
specific committee recommendations .
9 . Deliver recommendations in a report to the Orange County Board of
Commissioners no later than April 16, 1996 .
